Minutes for the Planning Commission Meeting of July 9, 2015
Chair, Gwynn called the meeting to order at 7:00 p.m.
PRESENT: Arcand, Gwynn, Kleissler, Knauss, Lessard
ABSENT: McRoberts, Rosenquist
STAFF: Rachel Juba, Planner
Rachel Leitz, Community Development Intern
Approval of Minutes for the Planning Commission Meeting of May 28, 2015
Commissioner Arcand made a motion, seconded by Commissioner Kleissler, to approve minutes for the
meeting of May 28, 2015.
All Ayes. Motion carried.
Hugo Equipment Company -Site Plan
Planner Juba presented on Hugo Equipment Company Site Plan. She stated that the applicant is
requesting to build a 2,978 square foot addition onto the existing building, which would be used for cold
storage of equipment and stock. Juba described the current landscape requirements and explained that
the applicant has existing trees and several shrubs and would meet the requirements of the landscape
ordinance. She then described the materials and colors proposed for the addition will match the exterior
of the existing structure. She stated that the addition will be 2.5 feet taller than the existing building to
allow for racking systems for storage. She stated that the building addition is in a location that it will
replace a portion of the existing impervious parking area, therefore, the project results in a waiver from
the City's stormwater permit requirements. She also described that the building location, as proposed,
will not result in any impact to the existing utility.
Chair Gwynn asked if the applicant would like to say anything to the Commission.
The applicant, Quent Marier, approached the podium. He stated that the City has supported his business
for a long time and he believes that this addition is needed for the growth of his business.
Commissioner Aracand asked who the property owner to the south was.
Juba stated that it was owned by Premier Bank.
Commissioner Arcand inquired as to if they were noticed of this application.
Juba described that site plans do not require public notice.
Commissioner Arcand asked if the front of the proposed addition was too large of an area to have
nothing to break it up.
Juba stated that the proposed addition is planned to have a split faced block that is painted like the
existing building. In her opinion, she believes that the entrance architecture and color provides enough
detail to break up the building, even with the addition added. Juba stated that she did discuss with the
applicant adding windows to break up the mass of building, but they described that the racking along the
wall wouldn't be visually appealing.
