<br /> MOTION: Irsfeld made motion, seconded by Vail, to approve the minutes of
<br /> February 22, 1977, as presented.
<br /> VOTING FOR: Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED
<br /> 4.0 APPROVAL OF CLAIMS
<br /> MOTION: Irsfeld made motion, seconded by Schletty, to approve the general
<br /> claims of March 7, 1977, as presented.
<br /> VOTING FOR: Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED
<br /> MOTION: Schletty made motion, seconded by Irsfeld, to approve the utility
<br /> claims of March 7, 1977, as presented.

<br /> 5.0 PETITIONS. REQUESTS. COMMUNICATIONS & LICENSES
<br /> 5.1 Tree Inspector 1977 Contract
<br /> MOTION: Schletty made motion, seconded by Vail, to enter into a contract
<br /> with Gerald Beach, for the year 1977, contract price of $2400.50
<br /> for the control of diseased trees.
<br /> VOTING FOR: Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED
<br /> 5.2 Brali}stedt Complaint
<br /> No action needed by the Council.
<br /> 6.0 REPORTS OF OFFICERS & COMMITTEES
<br /> 6.1 Ordinance Committee
<br /> The Ordinance Committee met February 28, and at that time, worked on the
<br /> zoning ordinance. Their next meeting is scheduled for March 16, at which
<br /> time they will work on the subdivision and dog ordinances.
<br /> 6.2 Planning Commission
<br /> The Planning Commission meeting of February 23 was cancelled due tothe weather.
<br /> Their next meeting is scheduled for March 9, 1977.
<br /> 6.3 Water Superintendedt
<br /> No discussion.
<br /> 6.4 Building Inspector
<br /> Will appear later on in meeting.
<br /> 6.5 Fire Cheif
<br /> Jim Olson presented copies of the by—law of the Capitol City Mutual Aid Agree—
<br /> ment. City Attorney, Charles Johnson, will review and discuss matter with
<br /> Mr. Olson. Mr. Olson stated that there is a problem in Evergreen Hills with
<br /> faulty constructed fireplaces. The City Council authorized the purchase of
<br /> sone fire hose in 1976, but the purchase was never made. Mr. Olson would now
<br /> like approval to purchase 200' of 4" plastic hose. Acting Mayor, Spitzer,
<br /> suggested that Mr. Olson take a look at his budget and reconcile it & then come
<br /> back to the next meeting and make a recommendation for the purchase of hose,
<br /> show how they are going to stay within the budget. Mr. Olson stated that the
<br /> purchase of the hose takes toppriority.
<br /> MOTION: Schletty made motion, seconded by Irsfeld, that the Fire Department
<br /> be authorized to purchase 200' of 4" hose and couplings, in an amount
<br /> not to exceed 31000.00
<br /> VOTING FOR: Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED
<br /> The matter of a fire viewer was discussed. Spitzer has spoken with Mr. Myers
<br /> Pollution Control Agency, and they are not going to delegate permits to the
<br /> city at this time, but will work with us. It was suggested that a fee be
<br /> charged at the original on—site inspection, and a fee for inspection of the
<br /> site after the fire. The only person Spitzer has spoken to at this time is
<br /> Mr. Don White. Mayor LaValle has spoken with the Police Department, and they
<br /> have agreed to make the fire inspections. Mr. Johnson stated that if you are
<br /> collecting a fee, the city should adopt an ordinance, and set the fee by
<br /> resolution.
