<br /> The NSF utility rate will change when new lights are installed along Highway
<br /> 61. The city will realize a savings of $507.60.
<br /> MOTION: Schletty made motion, seconded by Irsfeld, to direct the City Clerk
<br /> to sign the necessary papers for lighting on Highway 61 from fluor—
<br /> escent to high pressure sodign.
<br /> VOTING FOR: Spitzer, Schletty, Irsfeld, and Vail, MOTION CARRIED
<br /> Spitzer asked that the City Clerk check on the possibility of installing
<br /> lighting on County Road 4 and Highway 61.
<br /> The DNR sent copies of applications submitted by Mr. Jim Carroll and Mr. Bill
<br /> Greger for the purpose of placing sand along Bald Eagle Lake. Mr. Carroll's
<br /> application justified the dumping of the sand to allow the lakeshore to be
<br /> applicable to swimming and boating. Mr. Greger's application did not indicate

<br /> meeting. Rice Creek Watershed needs the city's approval for this application.
<br /> MOTION: Schletty made motion, seconded by Irsfeld, that the City of Hugo
<br /> approve the application 'f Mr. Jim Carroll to place sand on Bald
<br /> Eagle to use as a beach.
<br /> VOTING FOR: Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED
<br /> The application of Bill Greger is refused until the application is fully com—
<br /> pleted.
<br /> Mr. Darrell Tavernier applied for licenses to be used at the Lakeview Inn
<br /> & Marina, 4444 129th Street North. The license fee is in order, and will run
<br /> from April through December, 1977.
<br /> MOTION: Schletty made motion, seconded by Vail, that we issue an Off Sale
<br /> Non—Intoxicating Liquor, On Sale Non—Intoxicating Liquor, Cigarette,
<br /> and Soft Drink License to Darrell Tavernier, Lakeview Inn & Marina,
<br /> for a total fee of $104.31.
<br /> VOTING FOR: Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED
<br /> Mr. George Koland will attend a meeting March 8th in regard to the new CETA
<br /> program.
<br /> MOTION: Schletty made motion, seconded by Vail, to accept the clerk's report,
<br /> as submitted.
<br /> VOTING FOR: Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED
<br /> 6.10 Roads Committee
<br /> They will meet again on March 11, 1977, and hope to have some recommendations
<br /> to make to the City Coundil. Schletty talked to a representative from CETA
<br /> regarding the !iring of some part—time men. Applications are to be in by March
<br /> 15. The men could work for six months with George Koland as foreman. A specific
<br /> project is required. City would not be liable for unemployment if project
<br /> ends ahead of time. CETA will allow $100 for tools per city. They would also
<br /> prefer we hire local people. Schletty stated that help is needed for brush
<br /> and tree cutting, and have all culverts cleaned and marked.
<br /> MOTION: Spitzer made motion, seconded by Schletty, that the City of Hugo
<br /> apply to the CETA program for four additional men for at least six
<br /> months.
<br /> VOTING FOR: Spitzer, Schletty, and Irsfeld. VOTING AGAINST: Vail MOTION CARRIED

<br /> MOTION: Spitzer made motion, seconded by Irsfeld, that we adopt Resolution
<br /> 1977-2, THAT THE NAME OF ROBERT E. BURKARD, WATER SUPERIDIT nDEAT FOR
<br /> THE CITY OF HUGO, BE SUBMITTED FOR THE HONOR OF RECEIVING THE C. C.
<br /> LUDWIG AWARD FOR OUTSTANDING SERVICE TO A COMMUNITY THIS BEING IN
<br /> ACCORDANCE WITH A RECOMMENDATION BY THE CITY COUNCIL OF HUGO AT THE
<br /> MEETING ON FEBRUARY 7, 1977.
