March 21, 1977 MINUTES OF THE PROCEEDING OF THE HUGO CITY COUNCIL 21 <br /> The meeting was called to order by Mayor LaValle at 7:02 P.M. <br /> PRESENT: LaValle, Schletty, Irsfeld, and Vail. <br /> ABSENT: Sptizer <br /> 3.O APPROVAL OF MINUTES <br /> In section 5.2 Branstedt Complaint, language should read: No action needed by <br /> the Council. Delete — This matter had been resolved prior to the Council meet— <br /> ing and further. <br /> MOTION: Irsfeld made motion, seconded by Vail, to approve the minutes of March <br /> 7, 1977, with the above change. <br /> VOTING FOR: Lavalle, Schletty, Irsfeld, and Vail. MOTION CARRIED <br /> 4.0 APPROVAL OF CLAIMS <br /> MOTION: Irsfeld made motion, seconded by LaValle, to approve the general claims <br /> of March 21, 1977 as presented. <br /> VOTING FOR: LaValle, Schletty, Irsfeld, and Vail. MOTION CARRIED <br /> MOTION: LaValle made motion, seconded by Schletty, to approve the utility <br /> claims of March 41, 1977 as presented. <br /> VOTING FOR: LaValle, Schletty, Irsfeld, and Vail MOTIOU CARRIED <br /> 5.0 PETITIONS. REQUESTS. COMMUNICATIONS & LICENSES <br /> 5.1 A & W Root Beer Licenses <br /> MOTION: Schletty made motion, seconded by Vail, to approve the issuing of a <br /> cigarette license, 35.00, and a soft drink license, 38.00, to Nancy <br /> Siemens, A & W Root Beer, for a total of 313.00. <br /> VOTING FOR: LaValle, Schletty, Irsfeld, and Vail. MOTION CARRIED <br /> MOTION: Schletty made motion, seconded by Irsfeld, that the City of Hugo approve <br /> the application of Mr. Bill Greger to place sand on Bald Eagle Lake <br /> to use as a beach. <br /> VOTING FOR: LaValle, Schletty, Irsfeld, and Vail. MOTION CARRIED <br /> 5.2 Stephen Gutting — Variance <br /> Mr. Larry Ehret, representing the Planning Commission, was present to relate <br /> the commission's position. They had recommended the granting of the variance <br /> for a 30' easement along the southern boundary line. Howard Kuusisto stated <br /> that the least amount of property needed for a road is 40'. Howard Schletty <br /> questioned the 10 acre minimum, and Mr. Johnson said that if it is an easement, <br /> it does not reduce the overall size of the land. If the land is 5 acres oP <br /> under, it would b( a suOdiva.s_ton and would come under a different set of rules. <br /> MOTION: Irsfeld made motion, seconded by Schletty, that the City of Hugo grant <br /> a variance to Stephen Gutting, as recommended by the Planning Commission, <br /> to allow a 30' easement along the southern boundary of the S2 of SW4 <br /> of SW4 of Section 12, Twp 31, R21, for ingress and egress to property <br /> described as the Sz of SE4 of SW4, Section 12, Twp 31, R21. Seller <br /> should grant a 30' easement on southern boundary to back 20 acres so <br /> parcel is not landlocked. <br /> VOTING FOR: LaValle, Schletty, Irsfeld, and Vail. MOTION CARRIED <br /> 5.3 Terry Townsend — Minor Subdivision <br /> Mr. Ehret presented the Planning Commission's recommendation. Mr. Townsend <br /> would like to add 3.6 acres to 1.4 acres he already owns. He has no intention <br /> of subdividing or constructing another home. <br /> MOTION: Schletty made motion, seconded by Vail to grant a minor subdivision <br /> to Terence Townsend, that part of the NE4 of the Pfd} of Section 3, <br /> Twp 31, R21, to add 3.6 acres zoned agricultural to 1.4 acres, to be <br /> part of one parcel and not to be buildable separately without rezoning. <br /> VOTING FOR: LaValle, Schletty, Iresfeld, and Vail. MOTION CARRIED <br /> 5.4 Joe Glamos — Interpretation of city code <br /> Mr. Glamos would like to start a wire assembling business in Peloquin Industrial <br /> Park, and would like to know if this is a permissible use. Mr. Glamos was informed <br /> that a Special Use Permit would not be required, and should now go before the <br /> Planning Commission with his plans. <br /> 5.5 Robert Dotte — Building Permit <br /> Mr. Dotte was under the impression that he could get a Building Permit from the <br /> City Council. Mayor LaValle informed Mr. Dotte that he would have to go through <br /> the regular channels as far as applying for a permit, and a perc test. Mr. Crever <br />
