2awould review the application, and issue a permit if everything was in order. <br /> .0 ORDINANCES AND RESOLUTIONS <br /> No discussion. <br /> 7.0 UNFINISHED BUSINESS <br /> 7.1 Lars Danielson - Street Vacation <br /> Mr. Johnson received a copy of a petition for vacaton of public right-of-way. <br /> City Hall had not recieved a copy. Mr. Johnson is to instruct attorney to file <br /> a petition at City Hall. <br /> Shafcr Construction has served a summons on the City of Hugo. The city has 20 <br /> days in which to respond. The change order was signed for a lump sum for excava- <br /> tion. The city feels no further excavation was done. <br /> MOTION: LaValle made motion, seconded by Schletty, that the summons and com- <br /> plaint from Shafer Construction against the City of Hugo, be referred to the <br /> City Attorney, Charles Johnson, and others pertinent to the complaint, to answer <br /> the summons and complaint and proceed with the matter. <br /> VOTING FOR: LaValle, Schletty, Irsfeld, and Vail. MOTION CARRIED <br /> 8.0 NEW BUSINESS <br /> 8.1 Robert Barth - Reserve Program <br /> Mr. Barth would like to establish a reserve program, consisting of 12 men, <br /> for the City of Hugo. The reserves would be used to back up the full and part- <br /> time officers. They would receive the same training as the full-time officers, <br /> except for the BCA program. They work on a volunteer basis only, and are not <br /> compensated financially, in any way. The volunteers would have the same insurance <br /> coverage as the full and part-time officers, and would be residents of Hugo. <br /> They would not be allowed the use of firearms until they are completely qualified. <br /> Mr. Barth stated that this would be a one time expense except for the workman's <br /> compensation. They would be responsible for the purchase of their own uniforms. <br /> White Bear Lake, Forest Lake, and Ramsey County have reserve progxams in operation <br /> at this time. The reserves in Forest Lake are paid for their services. Mayor <br /> LaValle suggested that the Council check with these other communities to find <br /> what way they have benefited them. Matter to be placed on the next regular <br /> City Council meeting, April 4, 1977. <br /> The City Clerk checked into the cost of reproducing 25 copies of the City Code <br /> books. Kopy Boy will print the books at a cost of $37.18 each. <br /> Inquiries were made as to the cost of installing lights at the intersections <br /> of 165th Street and Forest Boulevard, and 170th Street and Highway 61. NSP <br /> would install a light at 165th Street at the following quoted prices: <br /> 100 watt - a7.5O/month <br /> 150 watt - 8.40/month <br /> These lights :could be sodium vapor. Anoka Electric Cooperative quoted prices <br /> for the installation of a light at 170th and 61 as follows: <br /> 175 watt - 138.44/Year <br /> 250 watt - 348.00/year <br /> 400 watt — 366.00/year <br /> Thea lights would be mercury vapor. <br /> MOTION: LaValle made motion, seconded by Irsfeld, that the City of Hugo approve <br /> the installation of a 400 watt mercury vapor light by Anoka Electric <br /> at 170th Street and Forest Boulevard (Highway 61) at $66.00 a year, <br /> and a 150 watt sodium vapor light by NSP at 165th Street and Forest <br /> Boulevard (Highway 61) at $8.40 per month. <br /> VOTING FOR: LaValle, Irsfeld, and Vail. VOTING AGAINST: Schletty MOTION CARRIED <br /> Howard Kuusisto got a cost an the printing of a city map made of milar. The <br /> initial cost would be $162.70 for the first map. Howard to check with Fire <br /> Chief, Jim Olson, before preceeding. <br /> Larry Irsfeld received a copy of the Systems Statement from the Metropolitan <br /> Council. The city is to review, and return within 30 days. The Planning Commission <br /> is to receive copies, and review at their next regular meeting, March 23, 1977. <br />
