2 4PRIL 4, 1977 MINUTES OF THE PROCEEDINGS-OF THE HUGO CITY COUNCIL <br /> The meeting was called to order by Mayor LaValle at 7:10 P.M. <br /> PRESENT: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> 3.0 APPROVAL OF MINUTES <br /> MOTION: Irsfeld made motion, seconded by Schletty, to approve the minutes of <br /> March 21, 1977, as presented. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfel&, and Vail. MOTION CARRIED <br /> MOTION: Spitzer made motion, seconded by Irsfeld, to approve the minutes of <br /> March 30, 1977 as presented. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED <br /> 4.0 APPROVAL OF CLAIMS <br /> MOTION: Vail made motion, seconded by Spitzer, to approve the general claims <br /> of April 4, 1977, as presented. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED <br /> MOTION: Spitzer made motion, seconded by Irsfeld, to approve the utility <br /> claims or April 4, 1977, as presented. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED <br /> 5.0 PETITIONS. REQUESTS. COMMUNICATIONS & LICENSES <br /> 5.1 Delmer Strandberg — Rezoning <br /> The Planning Commission recommended that the request be denied. <br /> MOTION: Spitzer made motion, seconded by Vail, that the application of Delmer <br /> Strandberg be returned to the Planning Commission, and that the Plann— <br /> ing Commission held the necessary public hearing for rezoning. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld., and VrO L. MOTION CARRIED <br /> 5.2 Earl Forsblad — Liauor License <br /> Clerk stated that Er. Forsblad is the present owner of Nashville North, and <br /> would like the liquor license in his name. The taxes are in arrears for this <br /> establishment. <br /> MOTION: LaValle made motion, seconded by Schletty, that the City Clerk write <br /> a letter to Earl Forsblad, asking him to be present at the next City <br /> Council meeting, in regard to his liquor license application. <br /> Spitzer said he would vote no because license was improperly submitted. Mayor <br /> LaValle withdrew his motion. <br /> MOTION: Spitzer made motion, seconded by Schletty, that the liquor license <br /> application submitted by Earl Forsblad be denied because it was impro— <br /> perly submitted (taxes in arrears) and that if Mr. Forsblad wishes to <br /> discuss the matter further, he should appear before the City Council. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED <br /> Mr. Spitzer read the proposed Resolution 1977-3, in regard to the proposed <br /> sanitary landfill in Hugo. <br /> MOTION: Spitzer made motion, seconded by LaValle, that the City Council adopt <br /> Resolution 1977-3 (proposed Washington County landfill in Hugo). <br /> Mr. Spitzer drew up the resolution, and asked for further comments, suggestions, <br /> or additions to the preliminary draft. Schletty felt the final t'tragraph was <br /> not strong enough. Irsfeld felt the city should name specifically the Hardwood <br /> Creek area. Mr. Johnson suggested that the city identify specifically the section <br /> being requested for the landfill, and that the city will cooperate with the <br /> county and Metro Council in gathering information. <br /> MOTION: Spitzer made motion, seconded by LaValle, that the followi_r•; changes <br /> be added to Resolution 1977-3: First paragrph — Insert Sections 2 <br /> and 10 and 11 within the city, <br /> Page 2, paragraph 3 - should read that the City d Hugo is opposed to <br /> the establishment of the sanitary landfill in the location proposed; <br /> be it further resolved that Washington County, etc. <br /> Page 2, last paragraph — enhanced; be it further resolved that the <br />
