:April 18, 1977 Minutes of the Proceedings of the Hugo City Council <br /> The meeting was called to order by Mayor LaValle at 7:10 P.M. <br /> ruborml: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> 3.0 APPROVAL OF MINUTES <br /> MOTION: Irsfeld made motion, seconded by Vail, to approve the minutes <br /> of April 4, 1977, with the following change: Page 5 (9.0 NEW <br /> BUSINESS) — should read Howard Schlettv is to check out with NSP <br /> and report later. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> 4.0 APPROVAL OF CLAIMS <br /> MOTION: Spitzer made motion, seconded by Schletty, that under claim #12, <br /> we include the fee of $203.74 for Michael Jensen. Total of general <br /> claims changed to $6835.08. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> MOTION: LaValle made motion, seconded by Spitzer, to approve the utility <br /> claims of April 18, 1977. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> MOTIONS Spitzer made motion, seconded by Irsfeld, that Mr. Barth's request <br /> to add Mr. Jensen to the Police Payroll from April 1, 1977 to May <br /> 15, 1977, at a rate of $815.00 per month be approved. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> A letter of complaint against W. Riopel from Mr. & Mrs. Gordon Stroman was placed <br /> on file. <br /> MOTION: Spitzer made motion, seconded by Schletty, that the Stroman complaint <br /> be referred to the city attorney for his recommendation. <br /> LaValle felt the health officers (Vail and Irsfeld) should look at the situation <br /> and make a response. <br /> VOTING FOR: Spitzer <br /> VOTING AGAINST: LaValle, Schletty, Irsfeld, and Vail. <br /> MOTION FAILED <br /> MOTION: Schletty made motion, seconded by Irsfeld, that we send our health <br /> officers (Irsfeld and Vail) to see what is taking place with the <br /> Stroman complaint and report to the City Council. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> 5.0 PETITIONS. REQUESTS. COMMUNICATIONS & LICENSES <br /> 5.1 JAMES JOHNSON - MOBILE HOME RENEWAL <br /> Spitzer felt that Mr. Johnson should submit another prognosis from his doctor <br /> indicating Mr. Johnson's liability. He also wanted to know if the permit was to be <br /> issued for an indefinite period of time. LaValle stated that the mobile home <br /> ordinance reads that the permit has to be appoved every 90 days. <br /> MOTION: LaValle made motion, seconded by Vail, to renew the mobile home permit <br /> for James Johnson, 7194 - 132nd Street, under Chapter 40, Article III, <br /> Subdivision D, for 90 days. <br /> VOTING FOR: LaValle, Schletty, Irsfeld, and Vail. <br /> VOTING AGAINST: Spitzer <br /> MOTION CARRIED <br /> MOTION: Schletty made motion, seconded by Spitzer, that the City Council <br /> investigate the purchase of land by Mr. James Johnson, and the <br /> validity of the mobile home permit. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br />
