cl <br /> APRIL 18, 1977 J 1 <br /> 5.2 George Jungblut - Subdivision ' <br /> Mr. Roy Stanley represented Mr. Jungblut. He was worried about a possible <br /> time proble u as far as getting all the necessary paper work done for the <br /> subdivision. <br /> MOTION: Spitzer made motion, seconded by LaValle, that the George Jungblut <br /> matter be tabled, to refer to the Planning Commission. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> Charles Johnson stated that Jungblut has 6 months after the approval of the pre- <br /> liminary plan to submit his final' plat. LaValle suggested that Mr. Stanley write <br /> a letter regarding the time element, and will take the matter up at the next <br /> meeting, May 2, 1977'. <br /> 5.3 Jim Olson - Enlargement <br /> Mr. Olson presented his plans for a new building in the Peloquin Industrial Park. <br /> The building will be rented out to a plastic molding company. Mr. Spitzer suggested <br /> that the following be included in the official minutes: crushed limestone to be placed <br /> on 30' right-of-way running southerly along east property line running to the south edge of <br /> the existing building; thence, westerly approximately 70'. Intention of the applicant <br /> that he will put crushed limestone from easterly to west property line for north-south <br /> width of 70'. <br /> MOTION: Spitzer made motion, seconded by Irsfeld, that Mr. Olsons request be <br /> approved, subject to the recommendations of the Planning Commission, <br /> as we have the gravel in our current minutes. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> 6.0 ORDINANCES AND RESOLUTIONS <br /> Charles Johnson talked to Mr. Bob Myers of the Pollution Control Agency regarding <br /> the fire viewer ordinance. Mr. Myers would like to see a copy of the ordinance before <br /> it is adopted by the Council. <br /> MOTION: Spitzer made motion, seconded by Schletty, that the fire viewer <br /> ordinance be tabled until May 2, 1977, and the City Attorney be <br /> instructed to submit a copy to Bob Myers, PCA, for his review. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> 7.0 Ui iiul iv BUSINESS <br /> 7.1 Bob Barth - Reserve Program <br /> Mr. Barth reiterated the procedures to be used for the program. Spitzer asked <br /> if it was Barth's intention to keep the staff at a level of 12 men. Barth responded <br /> that the number he would probably let it drop down to 6 men. Spitzer asked what <br /> authority the reserve officers would have. Barth stated they would have full powers <br /> of arrest while on duty. The officers would go through a firearms training program. <br /> Charles Johnson stated that because of the increase in numbers the possibility of <br /> potential liability would increase. He also said that the type of training will de- <br /> termine what risks there would be to the city. Vail spoke to the Cottage Grove <br /> Police Chief, and he recommended they should be on duty at least 20 hours per month, <br /> and it be mandatory they take state testing. The Oakdale Police Department seems <br /> to have a problem with the reserves and full-time officers relating to each other. <br /> White Bear seems to have the same problem. <br /> MOTION: Spitzer made motion, seconded by LaValle, that we authorize the <br /> establishment of the reserve officer program with a membership of 12 <br /> officers, individually certified by the Police Chief. The City Council <br /> to give their aryi.r.el prior to granting any authority beyond that of <br /> citizen assist to the Police Department. Further portion of this motion <br /> that the City Council direct the Police Chief to set as an objective <br /> to keep the membership of this reserve force at 12 qualified individuals. <br /> Reserve officers are to be non paid. <br /> Vail did not agree with the setting of 12 reserve officers. He felt six officers <br /> would be sufficient. <br /> VOTING FOR: Spitzer and Irsfeld j <br /> VOTING AGAINST: LaValle, Schletty, and Vail <br /> MOTION FAILED <br />
