WAY 2, 1977 MINUTES OF THE PROCENDINGS OF THE HUGO CITY COUNCIL <br /> ))IIJJThe meeting was called to order by Mayor LaValle at 7:04 P.M. <br /> PRESENT: LaValle, Spitzer, Schletty, Irsfeld, and Vail <br /> MOTION: Vail made motion, seconded by Irsfeld, to approve the minutes of <br /> April 18, 1977, as presented. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> MOTION: Irsfeld made motion, seconded by Spitzer, to the minutes <br /> of April 26, 1977, as presented. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> MOTION: Spitzer made motion, seconded by Irsfeld, to approve the general <br /> claims of May 2, 1977, as presented. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> MOTION: Spitzer made motion, seconded by Schletty, to approve the utility claims <br /> of May 2, 1977, after changing claim #2 to read Special Assesments. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> 5.0 ri'rIT10NS. REQUESTS. COMMUNICATIONS & LICENSES <br /> 5.1 Joe Zaspel — Mobile Home Renewal <br /> MOTION: Schletty made motion, seconded by Spitzer, to renew the Mobile Home <br /> Permit for Joseph Zaspel, 17205 Forest Blvd. North, Hugo, Minnesota <br /> under Chapter 40, Article III, Subdivision D, for ninety days. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> 5.2 Hugo Lions Club <br /> The Lions Club submitted application for non—intoxicating malt liquor, bingo, and <br /> soft drdak license for Good Neighbor Days, June 10, 11, and 12, 1977. <br /> MOTION: Spitzer made motion, seconded by Irsfeld, that the applications for <br /> non—intoxicating liquor, soft drink, and bingo be granted to the <br /> Hugo Lions Club, in the amount of $15.00. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> Mayor LaValle read the proclamation declaring that the weekend of June 10, 11, and 12 <br /> be hereby designated as the 9th annual Good Neighbor Days, and that all g000d citizens <br /> join in the fun of making this annual event a success in beautiful downtown Hugo. <br /> 5.3 Jim Branstedt — Complaint <br /> Mr. Branstedt has filed a written complaint against Dale Palmer in regard to Mr. <br /> Palmer's storing of old automobiles on his property. <br /> MOTION: Spitzer made motion, seconded by Schletty, that the City Council <br /> direct the Chief of Police to check on the Bramstedt complaint, and <br /> see if any ordinances are being violated. To report before May 16, 1977. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> 5.5 Stroman Complaint <br /> Mr. & Mrs. Stroman filed a written complaint against Will Riopel stating that Mr. <br /> Riopel was storing garbage on his property to feed his pigs, and burning trash. <br /> Hugo's Health Officers, Vail and Irsfeld, inspected the site and stated that Mr. <br /> Riopel was not violating any ordinances. <br /> MOTION: LaValle made motion, seconded by Spitzer, that the clerk send a letter <br /> to Mr. Stroman stating that the city has investigated the matter, and <br /> do not feel there is a problem. Mr. Riopel is within the scope of the <br /> ordinance. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> 6.5 Joe Glamos — Site Plan Approval <br /> Mr. Glamos presented his site plan that had already been approved by the Planning <br /> Commission. <br />
