<br /> Mr. Irsfeld acted as a fence viewer in compliance with a complaint submitted by Mr.
<br /> Schadl against Mr. Loring Johnson. Mr. Schadl has paid a $5.00 fee. Allegedly, Mr.
<br /> Johnson is not willing to partake in the cost of the construction of the fence. Mr.
<br /> LaValle will try to set up a meeting with Mr. Johnson, and Mayor LaValle will accom-
<br /> pany him. Matter to be placed on the agenda for May 16, 1977.
<br /> 6.0 Reports OF OFFICERS & COMMITTEES
<br /> 6.1 Ordinance Committee
<br /> The ordinance committee has gone over the subdivision ordinance At this time, there
<br /> are several items that have to be referred to the City Attorney.
<br /> 6.2 Planning Commission
<br /> At the Planning Commission meeting of April 27, 1977, a recommendation was made re-
<br /> garding apartments in SFU zoning.
<br /> MOTION: Spitzer made motion, seconded by Schletty, that the Planning Commission
<br /> recommendation be turned over to the City Attorney for drafting into
<br /> ordinance form. Report to be made at the City Council meeting of May
<br /> 16, 1977.
<br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail.

<br /> 6.3 Water Superintendent - No discussion.
<br /> 6.4 Building Inspector
<br /> Mr. Crever submitted his written report. Tom has received an application for a
<br /> building permit from Mr. Howard Phillips. Property located on Sunset Lake. Mr. Crever
<br /> stated that he would have to deny the request because of a lack site for an adequate
<br /> septic system.
<br /> MOTION: Spitzer made motion, seconded by Schletty, that the Building Inspector
<br /> be directed to deny the building permit for Mr. Howard Phillips on
<br /> the Southwest shore of Sunset Lake; Lot 8, Block 1, Royal Haven Estates,
<br /> unless and until adequate information proving the existence of a
<br /> building site can be supplied.
<br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail.

<br /> Howard Schletty brought up the fact that people are installing blacktdp on existing
<br /> driveways. Could prove to be a problem as far as water drainage. They are also not
<br /> taking out permits for work that is being done. Howard Schletty is to talk to these
<br /> people, and Tom Crever agreed to accompany him.
<br /> 6.5 Fire Chief
<br /> Jim Olsen stated that there is a problem with a piece of equipment. He said a new
<br /> portable pump is needed for the Jeep costing $408.50. Unit would be able to pump
<br /> 120 gallons a minute, and has a recoil start. Delivery could be made in two weeks.
<br /> MOTION: LaValle made motion, seconded by Schletty, that the Fire Department
<br /> be authorized to purchase a portable pump for the Jeep in the amount
<br /> of $408.50. Records to show money should come from the general fund
<br /> for an emergency purchase.
<br /> VOTING FOR: LaValle, Spitzer, Schietty, Irsfeld, and Vail.
<br /> MOTION CARRIED
<br /> Mr. Olsen was directed to get a cost estimate for clothing needs for the Fire
<br /> Department. Matter to be discussed at the City Council of May 16, 1977.
<br /> Mr. Olsen has been unable to meet with Forest Lake regarding the Mutual Aid
<br /> Agreement. Mayor LaValle instructed Charles Johnson to send a copy of the agreement
<br /> to Forest Lake's attorney, John Jergens, and the Fire Chief, Art Jensen, explaining
<br /> the situation.
<br /> MOTION: Spitzer made motion, seconded by Irsfeld, to adopt Ordinance No. 1977-142,
<br /> AN ORDINANCE AMENDING CHAPTER 110 OF THE HUGO CITY CODE, ENTIELED,
<br /> "FIRE PREVENTION & PROTECTION" TO PROVIDE FOR THE ESTABLISHIKENT OF THE
<br /> POSITION OF CITY FIRE REVIEWER, ESTABLISH APPLICATION AND PERMIT
<br /> REQUIREMENTS FOR OPEN nunninu. AND TO PROVIDE FOR THE COLLECTION OF FEES
<br /> FOR ISSUANCE OF bunmint, PERMITS.
