4 MAY 10, 1977 MINUTES OF THE PROCEEDINGS OF THE SPECIAL MEETING OF THE HUGO CITY <br /> WOUNCIL "SYSTEMS STATEMENT" <br /> The meeting was called to order by acting Mayor Dan Spitzer, at 8:08 P.M. <br /> PRESENT: City Council — Spitzer, Sch].etty, irsfeld, and Vail. <br /> Planning Commission — Ehret, Greger, and Peltier <br /> City Attorney — Charles Johnson <br /> City Engineeb — Howard Kuusisto <br /> Planner — Carl Dale <br /> Metropolitan Council — Jerry Bell, Parks and Open Space <br /> Jack Frost, Waste Management <br /> Chuck BallentineHousing <br /> Bob Ranta, Coordinator <br /> Spitzer stated that the purpose of the meeting was to discuss the systems statement <br /> with personnel from the Metro Council, and its bearing on the planning process of <br /> Hugo. <br /> Ranta stated that the legislature passed the Land Planning Act in 1976, with units of <br /> government having to develop a comprehesive plan. The systems statement is only a pre— <br /> liminary statement; the final statement to be approved by July 1, 1977. Adopted policies <br /> cannot be changed, however, the issue of interpretation of policies are types of things <br /> that can be discussed. <br /> POPULATION <br /> The population and housing forecasts indicate where the community is placed with <br /> respect to the Development Framework Chapter of the Metropolitan Development Guide. <br /> Hugo is considered a rural center, not an area of urban development between now and <br /> 1990. Forecoasts will be included in the final systems statement. Before they can be <br /> included, there has to be a public hearing. Hearing set for May 19, 1977 at 3:00 P.M., <br /> Metropolitan Coundil chambers. Revised forecasts will be submitted in the Fall. <br /> Carl Dale asked under what conditions should Hugo provide for modest housing, and if <br /> there is a need to standardize housing in the community. Chuck Ballentine responded <br /> that Hugo would have to allow for small lot sizes on severed land, and a provision for' <br /> more modest units to be built. Carl Dale stated that Hugo has a comprehensive plan, <br /> and is quite adequate. Ranta stated that Jim Martin will hold workshops to help and <br /> advise communities. <br /> Let the record show that the following questions and commments are the rsult of the <br /> Special Meeting on the systems statement held on April 26, 1977. <br /> HIGHWAYS — TRANSPORTATION POLICY PLAN <br /> Spitzer stated he would like the following concerns carried back to the staff of the <br /> Metropolitan Council: <br /> What sort of plan is being contemplated for Forest Lake to and from urban metropolitan <br /> area? It could serve the City of Hugo. <br /> No additional access is currently planned for I-35. Is there a possibility that a feed— <br /> er road be installed at 170th Street? <br /> The 25,500 person trips beginning or ending in Hugo is not a realistic figure. <br /> Metro will need to receive population household and employment data from Hugo by <br /> traffic assignment zone. Hugo would like this statement clarified. <br /> Hugo would like to know who would bear the cost of a census survey. Ranta stated there <br /> is grant money available. <br />
