May 10, 1977 41 <br /> AIRPORTS <br /> The city questioned whether Oneka Lake would qualify as a seaplane operations. Spitzer <br /> read a letter submitted by Mike McAllister stating that he felt the Oneka Lake portion <br /> in the systems statement should stay as is. <br /> INTERCEPTORS AND TREATMENT PLANTS <br /> Jack Frost, Metro Council, stated that planning is being done for the next 20 years. <br /> Rural area must have constraints. Hugo would not be able to hook up to the Center— <br /> ville interceptor until after 1990. <br /> Spitzer stated that Hugo has an interceptor plan which was already accepted by Metro, <br /> but questioned the MWCC statement they shall not issue permits for connection to <br /> sewer facilities by any development in the Rural Service Area unless action is consis— <br /> tent with local comprehensive sewer plan as approved. Mr. Frost stated that the MWCC <br /> can issue a permit. <br /> Why isn't Hugo in the area of Planned Urbanization? <br /> Hugo questions the result in downsteam interceptor. Could we be cut off from sewer? <br /> What about Hugo's guarantee capacity? <br /> Jack Frost stated the Centerville interceptor is not a long range solution. After <br /> 1990, Hugo will have our maximum capacity. Ranta stated that what was projected and <br /> what was allocated are two different amounts. That is the question that has to be ans— <br /> ered. <br /> Howard Kuusisto said that Hugo is being charged for infiltration, and Frost stated <br /> that he will check on this. <br /> CE1rrr.;nvi LE INTERCEPTOR <br /> No access force main for South Frenchman Road. <br /> Hugo derives no benefit from the interceptor. <br /> Hugo questions the site location of the Centerville interceptor. <br /> Frost stated that the Metro Council did not make the selection of the location, that <br /> the MWCC made the determination. Metro Council has final approval, but does take the <br /> recommendation of the MWCC mostof the time. <br /> Sewered residential population 2500 by 1990 — Should Hugo re—negotiate rate structure? <br /> ON—SITE DISPOSAL <br /> On—site sewage disposal system is governed by Hugo Ordinance 1976-132. <br /> STORM WATER <br /> Hugo has a storm sewer, and in outlying areas, control water by ditching and ponding. <br /> Frost stated they will be coming out with specific guidance. <br /> Ehret questioned whether the rural septic systems would have to be updated or inspected. <br /> Frost stated that existing systems would be monitored as to how many times they are <br /> pumped, and have a regular inspection program. Metro has no specific recommendations, <br /> but are mainly concerned with new septic systems. <br />
