942 Bruce Charpentier — Info on Road Easement Cont.
the road by his property. His Land abuts land purchased by the Charpentier's from
Fred Fulbright. Land is now zoned SFE. The Charpentier's have been told that they '
will need a 60' easement to their property before they can get a Building Permit.
Spitzer told Mr. Waugh that it would be the responsiblility of the land owners to
settle among themselves, who will be responsible for the construction of that road
to meet city standards. He also stated that the city has had nothing to do with this
matter except the rezoning request. Would be a Planning Commission consideration. If
Mr. Waugh decided to develop the land, he would be responsible for costs.
5.4 Stewart Bogart — Nuisance (Safety Hazard)
A certified letter was sent to Mr. Bogart on September 22, 1977, and he has failed to
sign for it. Mr. Bogart owns a home at 7607 — 128th Street that had been damaged by
fire, leaving a safety problem.
MOTION: Schletty made motion, seconded by Spitzer, to direct the City
Clerk to send a certified letter to Mr. Bogart, giving him
30 days to correct the nuisance. The Police Chief is directed
to post the notice on the building at 7607 — 128th Street.
VOTING FOR: Spitzer, Schletty, Irsfeld, and Vail
MOTION CARRIED
5.3 TARCO of Minnesota — Rubbish license renewal
MOTION: Irsfeld made motion, seconded by Schletty, to grant a license
for the collection of garbage and rubbish to TARCO of Minnesota,
for a fee of $50.00 under Chapter 120 of the Hugo City Code.
VOTING FOR: Spitzer, Schletty, Irsfeld, and Vail
MOTION CARRIED
5.5 Withrow Tennis Courts — Request for help
Toni Fagerhaugh represented the Withrow Athletic Association stating that they would
like to have financial assistance from Hugo to construct two tennis courts on the
Withrow Elementary School grounds. There are 128 families at Withrow School, and
53 are in the Hugo area. Forty four (44) of these families are in favor of having
more recreational facilities in the area. The WAA applied to the State for a grant
to help construct these courts, and received approval on September 6, 1977 in the
amount of $12,350. These figures represents 50% of the cost of the proposed multi—
purpose courts. They are now faced with matching these funds before the year end
1977, or they will possibly have to return the grant money. They will also be
contacting Grant Township, May Township, and Stillwater for possible funding from
these communities, as they will also benefit. Craig Williams stated that the courts
were given the go ahead, with blessings, from School District 834. Once the courts
are constructed, they will be fully maintained by the school district, at their expense.
