JANUARY 16, 1978 21 <br /> L <br /> 7.3 Tom Crever - Year End Report <br /> Mr. Tom Crever presented the City Council with his year end report. Mr. <br /> Crever stated that farm houses are now covered by all inspections. Mr. <br /> Johnson will check our ordinances to see if a change is needed. Crever <br /> stated that 20% of the homes are still under construction. Mr. Crever <br /> also made known that Mr. Richard Vail started construction of a home <br /> without a Building Permit. The foundation is approximately 75% complete. <br /> Mr. Crever thought there might be a setback problem. LaValle said there <br /> were severe limitations on the land in regard to the septic system. The <br /> house being built is located on Lot 4 of Mr. Vail's proposed Evergreen <br /> 4. Mr. Vail has not submitted any plans on where he intends to locate <br /> the drain field. Spitzer stated that without further soil tests the <br /> city can tell Vail where to put his drain field. If that location is not <br /> acceptable with him, additional soil tests will have to be done. LaValle <br /> asked Howard Kuusisto if it would be unreasonable to require new soil <br /> information, and Euusisto replied that the better septic sites were <br /> remotely located from the building site. He did not feel it would be out of <br /> line to ask for more information. Mr. James Brevig was present and <br /> voiced concern that Mr. Vail might try to build more houses on the 5 <br /> acres, and the fact that he started construction without a Building <br /> Permit. LaValle stated that he was unaware that construction had been <br /> started, and that Mr. Vail has been instructed to stop work. Tom Crever <br /> said that he had spoken to Mr. Richard Vail, and that he stated that the <br /> land was registered on July 14, 1952, document #20406. The City Clerk <br /> was asked to verify this statement with Washington County. <br /> 8.1 Workman's Compensation Insurance - Renewal <br /> The City Clerk stated that the city has been automatically classified <br /> in the high risk bracket. The city's insurance rates are frozen, but <br /> we cannot choose the insurance company that will cover the city. The <br /> City Clerk was instructed to notify Mr. Paul Curtis, Beulke Agency, to <br /> be present at the next City Council meeting to discuss this matter. <br /> 9.0 CLERK <br /> The Clerk received a letter from Bob Hamilton, Rice Creek, stating his <br /> desire to meet regarding the fee settlement for the Horseshoe Lake <br /> Project. LaValle, Johnson, and Kuusisto will meet at their office in Arden <br /> Hills on January 26, 1978, at 8:30 PM. <br /> The Clerk received a call from Mr. Larry Evans, the union negotiator <br /> stating his desire to meet with the Council regarding the union con- <br /> tract. The Council will be meeting January 18, 1978 regarding the matter, <br /> and LaValle will contact Mr. Evans to explain the delay. <br /> MOTION: LaValle made motion, seconded by Spitzer, to grant the <br /> request of Mr. George Koland to take his vaction from <br /> January 30, 1978 to February 3, 1978. <br /> VOTING FOR: LaValle, Spitzer, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> Mr. Robert Barth, Police Chief, submitted a letter requesting vacation <br /> time from February 6, 1978 until February 17, 1978. He stated that a tenta- <br /> tive schedule has been arranged, and there is no conflict in the depart- <br /> ment. <br />
