APRIL 3, 1978 <br /> 105 <br /> 5.4 Louise Stone - Mobile Home Petition <br /> Mrs. Stone, daughter of Louis Mastroddi, is requesting permission to move <br /> a mobile home on to her father's property on Ingersoll Avenue so she will <br /> be closer to care for him. Mrs. Stone was instructed to contact the Build- <br /> ing Inspector and him investigate the capacity of the sewer system to see <br /> if it is large enough to handle the increased use. She is also to locate <br /> the well, find out if there is a minimum clearance the mobile home should <br /> be from the house, and provide the city with a sketch of the layout of the <br /> land, along with the Building Inspector's comments. <br /> 5.1 Joe Glamos - Site Plan Approval <br /> Mr. Glamos is proposing the addition of 30' x 75' to his present structure. <br /> He will employ no additional people. <br /> MOTION: Irsfeld made motion, seconded by Spitzer, to approve the site <br /> plan of Joe Glamos, as presented. <br /> VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> 5.6 Rav Marshall - Discussion on road easement <br /> Mr. Marshall represents the Brandts and Hollihans, and was concered as to <br /> whether the Brandts would have sufficient access to their property to obtain <br /> a Building Permit. The Planning Commission suggested that additional foot- <br /> age be obtained to insure a 60' roadway. LaValle stated the Mr. Hollihan <br /> has not applied for any land division approval, which is required by ordinance <br /> The following would be required: 1 ) additional land from Hollihan to obtain <br /> 60' roadway, 2) a turn around at the north end, and 3) the upgrading would <br /> be a negotiable matter. The easement matter would be tied in with the land <br /> division application. <br /> 5.7 Tom Oswald - Forest Lake Youth Service Bureau <br /> Mr. Oswald is the Director of the above mentioned organization. He supplied <br /> the Council with a tentative Joint Powers Agreement, monthly report, and <br /> their projected budget. Mr. Oswald is requesting that Hugo donate money <br /> to support their organization because part of Hugo is in the Forest Lake <br /> School District #831 . LaValle informed Oswald that the city could not <br /> participate in 1978 because the money had not been budgeted. Mr. Johnson <br /> reviewed the Joint Powers Agreement, and stated that it would be null and <br /> void if all listed communities did not sign. Mr. Oswald suggested tIn t <br /> maybe the city could send a letter of intent. Spitzer said that they could <br /> not bind the Council, because of possible changes at election time. Mr. <br /> Oswald was instructed to come back in July some time, when the city would <br /> again be budgeting for 1979. <br /> MOTION: LaValle made motion, seconded by Schletty, to include payment <br /> of $54.80, White Bear Dodge, from the General Claims. <br /> VOTING FOR: LaValle, Sptizer, Schletty, Irsfeld, and Vail. <br /> MOTION CARRIED <br /> Mr. Tony Schwab was present asking for guidance regarding property he has <br /> purchased in Hugo. Washington County will not register the property until <br /> it is approved by Hugo. LaValle informed Mr. Schwab that the seller is re- <br /> ponsible for applying for a land division as required by the city. Application <br /> will be made. <br />
