DECEMBER 11, 1978 MINUTES OF THE PROCEEDINGS OF THE SPECIAL 285 <br />MEETING OF THE HUGO CITY COUNCIL <br />The meeting was called to order by Mayor LaValle at 7:09 PM. <br />CITY COUNCIL: LaValle, Spitzer, Schletty, and Vail <br />PLANNING COMMISSION: Peloquin, Peltier, and McAllister <br />OTHERS: Charles Johnson, City Attorney, Howard Kuusisto, City Engineer, <br />Bill Schwab, Washington County Planning, and Carl Dale, Planning <br />consultant <br />MOTION: <br />Spitzer made motion, seconded by Schletty, to hire James <br />Wisner as part-time sewer maintenance man to inspect and <br />repair lift stations, at $3QO.00/month, including his vehicle. <br />Mr. Wisner is to obtain the necessary certification that is <br />required by the City of Hugo to maintain the lift stations <br />and attend the schools necessary for certification if they <br />concur with his work schedule. <br />VOTING FOR: LaValle, Spitzer, Schletty and Vail <br />MOTION CARRIED <br />SYSTEMS STATEMENT <br />Mr. Johnson stated that the City of Hugo has appealed their Systems state- <br />ment, and have an indefinite extension on the appeal. The main issue that <br />is still open is the section relating to the Open Space matter (Bald Eagle <br />Lake). The city is waiting on the corrected wording on the Reserve Cap- <br />acity matter. Mayor LaValle felt that no statement was needed for the <br />housing aspect, but Mr. Dale said that we don't have to address.subsidized <br />housing, but housing redevelopment bill will have to be addressed. <br />Mayor LaValle said that the city is at an impass on the Open Space question. <br />The Planning Commission and City. Council will have to decide as to whether <br />we should go ahead with the appeal and resolve the question. Mr. Johnson <br />said that we should look at the proper procedure, and may have to determine <br />that we might have to consider more alternate measures other than the <br />appeal. Mr. Johnson said that Metro has addressed every thing the city <br />has talked about with the exception of Open Space. <br />(Kuusisto arrived at 7:22 PM). <br />LaValle does not feel that negotiating is the solution to the Open Space <br />matter. The last proposal was that the City of Hugo and Lino Lakes would <br />set up the bike trail and the city would have control over it, but Metro <br />Council was completely against this line of action. Vail stated that <br />Ramsey County Open Space was drafting the exact details of what they want <br />for the trail. LaValle did not think this would resolve the Open Space <br />problem. Mr. Dale stated that the city could force the issue by submitting <br />what Hugo wants to see happen, ;and if it is challenged, suspected that <br />legal action is all Metro will listen to. <br />Mr. Schwab stated that Ramsey County Open Space carries alot of weight <br />the Metro Council. If their plan is in concurrence with what the City <br />of Hugo is looking for, they will be the ones approaching Metro for <br />money. <br />LaValle stated that he had a problem with large lots in the city. He felt <br />that the rural and urban situation has to be addressed. It was his feeling <br />that Metro was looking for a density larger than what the city now has. <br />Schwab said that the city should investigate cluster development. For ex- <br />ample an 80A tract., -enter into a contract that describes entire 80A of land. <br />On this land the person is entitled to 8 -2 -JA lots and the 9th lot would have <br />no building rights. This data would be recorded by document at Washington <br />County. The contract would be null and void if water and sewer came <br />through. <br />
