2, 86 DECEMBER 11, 1978 <br />At this time, Washington County and Carl Dale are doing inventory work <br />(base map, soils, reverifying vegetation, etc.). They will use the ex- <br />isting plan to work from. <br />Peloquin stated that he had a problem with the Conservancy district. <br />Mr. Dale stated that there was a bill pending that would regulate <br />taxes according to how the land was zoned. If the taxes were held down <br />people would not be pressured to sell their land. The government could <br />end up owning alot of delinquent tax land. <br />The Capital Improvement Program is required by law. Mr. Dale suggested <br />that the city engineer start making a list now projecting improvements <br />to be made within the next five years. <br />Mr. Johnson asked if the grant money was issued to Washington County <br />of the City of Hugo. Mr. Dale stated that the money will be administered <br />through -the county. Schwab said that the agreement for doing the work <br />will be submitted to the city for their approval. Washington County <br />will bill Hugo and pay and pay Carl Dale for his services. Carl Dale <br />and Washington County are acting as contractors to assist Hugo. The <br />grantmoney will cover up to 75% of the cost. In order to obtain addition- <br />al funds, an amended grant appliction will have to be completed. Mr. <br />Dale was not certain that Hugo will need the additional funds. Every- <br />thing required for the Land Planning Act will be included in the agree- <br />ment. Hugo will be responsible for paying the attorney and engineer. <br />The Planning Commission has the authority to set up meetings, but -the <br />City Council should be notified. LaValle would like to have a joint <br />type of arrangement. <br />Schwab stated that Washington County is not accepting the 16.4 acre <br />requirement as suggested by the Metro Council. <br />The Thoroughfare Plan will show thoroughfare roads, and any thing <br />internal will also have to be added. Kuusisto asked if we were allowed <br />to map out state aid roads, and Schwab said those eligible by 1990 <br />-sould be shown. Same as the sewer issue. <br />LaValle asked if there were any provisions if a mistake was made re- <br />garding projected areas of the plan. Schwab said that in three years <br />the city can amend their plan as long as it doesn't change the . <br />Systems Statement. Anything that required A95 review has to go through <br />Metro Council. Their approval would not be required if local money <br />was used. <br />LaValle felt that according to the Land Planning Act, Metro Council <br />would have to approve each subdivision. It would be their way of <br />checking that you meet the plan for density as theyset forth. Schwab <br />and Dale were unaware of this requirement. <br />MOTION: Spitzer made motion, seconded by Schletty, to adjourn <br />at 9:45 PM. <br />All aye. Motion Carried. <br />Carol A.
