VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld and Vail MOTION CARRIED 5.6 Howard Moe - Minor or Major Subdivision Mr. Moe had previously attended a Planning Commission meeting request- ing a devision of his land into 5 parcels resulting in a Major Sub- division. At the Council meeting, Mr. Moe presented an alternate plan dividing the land into 4 parcels, which would still require a Major Subdivision. Mr. Moe wanted to obtain a Minor Subdivision. LaValle felt that a Major Subdivision would be appropriate, because improve- ments are available to the land, a condition would be required to obtain a drainage easement, and because other property involved, would be looking at a total picture. LaValle also stated that because there are existing streets on both sides of the property, the land would have to be surveyed at not much more expense, and would eliminate a lot of problems in the future. MOTION: Spitzer made motion, seconded by Irsfeld, that the Planning Commission be advised that the City Council recommends that the Howard Moe property is subject to regular subdivision procedures. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld and Vail MOTION CARRIED 5.7 Dan Spitzer - Personnel Policy Will be discussed later in the meeting. 6.0 REPORTS OF OFFICERS & COMMITTEES 6.1 Ordinance Committee Members of the Ordinance Committee were present, requesting clarifi- cation on the Council's request for review of the Sign Ordinance. They questioned whether a larger sign could be erected in the larger zoning districts (32 sq ft as opposed to 12 sq ft as now required) . LaValle felt it would be less complicated to keep the zoning require- ments unison. Spitzer stated that the Council is only concerned with temporary signs, and at this time, there is no provision to allow a larger sign where proper safety can be maintained. He suggested they look at 1 ) setback requirements, 2) inability to authorize a temporary sign more than 12 sq ft, and 3) maximum temporary signs on any parcel. 6.3 Water Superintendent Mr. Burkard was present and stated that McCarthy Well had inspected the city' s well and everything was in good condition. He stated that the city clears $178.00 per month for water bills. LaValle stated that there is a need for an adjustment on the water rates, and will work with Mr. Burkard and Howard Kuusisto on some type of proposal for the City Council's meeting of April 2, 1979.
