Page 79 July 21 , 1980 A letter from Officer Fare was submitted regarding the status of the part-time officers. Fure felt that it would be beneficial to the city to retain these men for public functions that take place during the year. After some discussion, the Council felt that there would be numerous problems if these men were retained (scheduling, liability, and administration) . MOTION: Spitzer made motion, seconded by Schletty, that the city accept Mr. Fure's recommendation and take no action. VOTING FOR: LaValle, Spitzer, Schletty, Vail MOTION CARRIED 8.0 NEW BUSINESS The Council discussed the Emergency equipment being used in private vehicles by the Fire Department. MOTION: Spitzer made motion, seconded by Schletty, that the Fire Chief be notified that in accordance with Minnesota State Statutes 169.64 and 169.68 and various actions by the City Council of Hugo, the use of personal vehicles for emergency use is prohibited. The Fire Chief is hereby directed to cease immediately the use of any personal ve- hicles for such emergency use and to certify no later than August 18, 1980, that all personal vehicles equippped for emergency use have had such equipment removed. The Fire Chief is further notified that future violation of these statutes and policies will result in immediate prosecution of any member of his department found in violation. VOTING FOR: LaValle, Spitzer, Schletty, Vail MOTION CARRIED Let the record show that Councilman Spitzer asked that Officer Fure make a report regarding this matter and the Spitzer sponsored the motion. COMPREHENSIVE PLAN MOTION: LaValle made motion, seconded by Spitzer, directing the City Attorney to set up a meeting with Mr. Bob Lockyear and any Council or Planning Commission members to further discuss the proposed Compre- hensive Plan. VOTING FOR: LaValle, Spitzer, Schletty, Vail MOTION CARRIED The Metro Council will be holding a public hearing on July 31 , 1980, 2:00 PM, to discuss draft guidelines establishing a procedure for review of proposed amend- ments to local comprehensive plans. The Planning Commission will review the data at their meeting of July 23rd. The Clerk is to call Mike Kuehn to get on their agenda, and the city will have a representative at the hearing. If a rep is unable to attend, written comments will be accepted until August 6th. The Council discussed the outstanding Letter of Credit from Grace Development for the coverage of necessary repairs needed in the industrial park (culvert in front of Axin Products) .
