- ') February 2, 1981 <br /> 5.1 Greg Stankey - Renew of Mobile Home Permit <br /> Mayor LaValle stated that there has been a change in the status of this permit. <br /> Mr. Stankey has sold his business to Windsor Landscaping, and they are adver- <br /> tising the home for rent. The original permit was granted because of a hardship, <br /> and will expire February 5, 1981 . <br /> MOTION: Irsfeld made motion, seconded by McAllister, that the City Clerk write <br /> a letter to the new owners Beating that the mobile home is located on <br /> the property without proper application. They are requested to contact <br /> the city with their intentions for using the mobile home. <br /> VOTING FOR: LaValle, McAllister, Irsfeld, Vail <br /> MOTION CARRIED <br /> 5.2 James Leroux - Renew of Mobile Home Permit <br /> Mr. Leroux submitted a letter to the Council restating that the conditions under <br /> which the original permit was applied for are still the same. <br /> MOTION: Vail made motion, seconded by Irsfeld, to renew the Mobile Home Permit <br /> for James Leroux, 4360 165th Street, granted under Chapter 40, Article _ <br /> III, Subdivision D, for a period of 90 days. <br /> VOTING FOR: LaValle, McAllister,,Irsfeld, Vail <br /> MOTION CARRIED <br /> 5.3 Jill Kaminski - Discussion on Animal Control <br /> A member of the Humane Society, along with Ms. Kaminski, was present, and stated <br /> there have been numerous reports of inhumane treatment of animals by Blaine <br /> Midway All Pets. They requested that the City of Hugo consider Tom Angley for the <br /> position (animal pickup) within the city. Mr. Angley is employed by White Bear <br /> Township, and works closely with Dr. Brewer, Lake Animal Hospital. At present, <br /> the city contracts with Blaine for pickup of animals on a call basis. They provide <br /> no patroling, and the city is not interested in this type of service. LaValle <br /> stated that if White Bear Township could provide similar service, the city would <br /> look at their proposal. <br /> MOTION: McAllister made motion, seconded by Irsfeld, that the Clerk's office <br /> prepare a letter to White Bear Township, for the Mayor's signature, <br /> inviting them to make a proposal for animal pickup on an emergency <br /> on-call basis only. <br /> VOTING FOR: LaValle, McAllister, Irsfeld, Vail <br /> MOITON CARRIED <br /> 5.4 PUBLIC HEARING - Improvements in the Bald Eagle Industrial Park (7:30 PM) <br /> The public hearing was called to order at 7:31 PM. Engineer Kuusisto described <br /> the various proposed improvements, and presented a summary of costs for the <br /> three possible choices. Irsfeld felt that the most economical way to finance <br /> the project would be private solicitation of bonds rather than public. The city <br /> would need approval from Rice Creek Watershed for drainage. Ken Tschida asked <br /> if all owners would pay on a per front basis, and Kuusito and LaValle stated that <br /> this would be the method of assessment. The project will hopefully start this <br /> spring, with completion sometime in August or September. Permits will have to <br /> be obtained from Rice Creek and the railroad prior. to the starting of the project. <br />
