July 20, 1981 <br /> 5.3 Art LaCasse - Land Division <br /> Mr. LaCasse has already sold a 15 acre parcel of land in the AG zone, and is now <br /> requesting approval. for Land Division. Mr. LaCasse will submit a copy of his <br /> tax statement as proof-of-ownership prior to the Planning Commission meeting of <br /> July 22, 1981 . <br /> MOTION: LaValle made motion, seconded by McAllister, to approve the Land Division <br /> for Arthur LaCasse of Parcels A and B, per Certificate of Survey dated <br /> June 8, 1981 . Mr. LaCasse to provide proof-of-ownership to the city <br /> within 10 days. <br /> VOTING FOR: LaValle, McAllister, Vail <br /> MOTION CARRIED <br /> SCHLETTY ARRIVED AT 7:15 PM. <br /> 5.4 Arnold Monson- Armon Septic System <br /> Mr. Monson was present to discuss the septic system he installed on property located <br /> at 12616 Ingersoll Avenue North. Mr. Monson stated that there was a problem <br /> with the system because originally it was installed with 20% less square footage <br /> than normally provided, and Rice Creek Watershed required a "berm" around the <br /> perimeter of the system. He felt the "berm" would allow for taking in of water <br /> instead of shedding. He stated that they also had to shorten the width of the <br /> drainage bed because of an objection by the adjoiningproperty owner that it was <br /> too close to the property line. <br /> Mr. Monson stated that he has personally made 74 on-site inspections of the system, <br /> and feels that the system is now functioning. The entire system was regraded <br /> and sodded in May, 1981 , and he felt it was now in good condition. The system <br /> had previously failed in the winter (last two years) , and Mr. Monson explained that <br /> this was a result of a broken liner and. the "berm" taking in water. Monson stated <br /> that the "berm" has been removed. <br /> LaValle stated that it was the position of the City that the system has failed and <br /> is looking for a system to be installed that will work. Mr. Kruse owns additional <br /> property across the street from his residence for possible extension of a system. <br /> Mr. Monson requested that the city go through one more, winter to see if system will <br /> work. If it failed, he would do whatever necessary to correct the problem. <br /> MOTION: McAllister made motion, seconded by Schletty, that the Armon System of <br /> Minnesota, Mr. Arnold Monson, President, be directed to install an on-site <br /> septic system at 12616 Ingersoll Avenue North, and have operating to the <br /> satisfaction of the city within 60 days or the city will take the necessary <br /> action to collect on the $4,000 bond and install a system operates satis- <br /> factorily. <br /> VOTING FOR: LaValle, McAllister, Schletty, Vail <br /> MOTION CARRIED <br /> 5.5 Gary Gullikson - Site Plan Approval <br /> Mr. Gullikson owns two parcels in the AG zone and would like to construct a 40 x 60 <br /> pole barn on the 1 acre parcel adjoining his residence. There are separate deeds, <br /> and separate driveways. <br />
