It is a collector road, and 26 feet would be too narrow. <br />Petryk agreed it needed to be discussed in more detail at the next meeting. Klein asked about <br />further development in the area and the need for collector streets. Haas noted that there were not <br />many east/west collector roads. <br />Klein made motion, Miron seconded, to authorize the feasibility study to include trail <br />connections, address traffic speeds, and direct staff to have law enforcement increase patrols of <br />this area. <br />All Ayes. Motion carried. <br />Discussion on Rice Creek Watershed District Urban Stormwater Remediation Grant <br />City Administrator Bryan Bear explained that, as part of the RCWD's efforts to protect and <br />enhance water resources, they proposed to make available approximately $200,000 in cost -share <br />funding in 2016 to assist entities in stormwater management projects. <br />City Engineer Jay Kennedy discussed whether the City should file an application. He talked <br />about the cost -share program stating the City has received funding in the past for converting <br />septic systems to sewer and to correct the drainage issue in Victor Gardens. Kennedy talked <br />about the City's goal to develop regional water reuse projects where credits could be applied to <br />City or private projects. It was explained that funding cannot be used to meet RCWD rules; <br />grant funds cannot be used to create credits. Since the credits would be more valuable than <br />money from the grant program, it would not make sense to apply. It was recommended to not <br />submit a grant application for 2016 because there is no applicable project. It was further <br />recommended to continue coordinating with RCWD to implement regional water reuse plans. <br />RCWD Manager John Waller talked about the money the RCWD had spent in Hugo during the <br />past year and about the needed changes to the rules. He will encourage work on the credit <br />program. He was sorry to hear that Hugo was not applying for any of the funds, since tax money <br />collected from Hugo was $307,000, and he would like to see more of that money come back into <br />the community. The Mayor thanked John for all his work on the RCWD Board. <br />Hass made motion, Klein seconded, to not submit a grant application for the 2016 projects and <br />direct staff to send a letter to the RCWD explaining the rationale for not applying and encourage <br />expansion of funding for other purposes. <br />All Ayes. Motion carried. <br />Discussion on Withrow School <br />City Administrator Bryan Bear added this to the agenda to inform Council that the Stillwater <br />School Board had been having discussions on the capacity of some schools and the recently <br />approved bond referendum that included the reshuffling of students. There is now a <br />recommendation from the school superintendent to close three schools: Marine on St. Croix, <br />Oak Parks Heights, and Withrow Elementary.
