Hugo City Council Meeting Minutes for December 21, 2015 <br />Page 6 of 10 <br />Agenda approved the sale of the 2005 Ford F550 dump truck to the City of Twin Valley, MN <br />for $19,753.00. <br />Approve Property Line Adjustment for 12579 Ethan Avenue North and 4669 126' Street <br />North — Chris Cox and Darlene Anderson <br />Chris Cox and Darlene Anderson had requested approval of a property line adjustment for <br />properties located at 12579 Ethan Avenue North and 4669 126th Street North. The parcels are <br />approximately 1.05 acres and 1.02 acres in size. The applicants proposed to adjust the common <br />property line between the properties. This action will result in the properties being 1.1 acres and <br />.98 acres in size. Staff found that both properties would conform to the City's minimum lot <br />requirements after the relocation of the common property line. The property is located in the <br />Large Lot Single Family Residential (R-1) Zoning District where the minimum lot size is one <br />acre. Adoption of the Consent Agenda approved RESOLUTION 2015-64 APPROVING A <br />PROPERTY LINE ADJUSTMENT FOR CHRIS COX AND DARLENE ANDERSON FOR <br />PROPERTIES LOCATED AT 12579 ETHAN AVENUE NORTH AND 4669 126TH STEET <br />NORTH. <br />Update on Oneka Lake Blvd/147th Street Neighborhood Meeting <br />At its November 2, 2015 meeting, Council discussed the City's Capital Improvement Projects <br />and selected reconstruction of Oneka Lake Boulevard/147th Street as a potential road <br />improvement projects for 2016, being it was identified as a high priority. Council had directed <br />staff to schedule a neighborhood meeting, which was held on December 14, 2015. City Engineer <br />Jay Kennedy provided a recap of the meeting stating topics of discussion were roadway widths, <br />funding and assessments, trails, and traffic. Kennedy showed the trail and sidewalk connections <br />stating there needed to be more discussion and review of impacts related to the widening of the <br />roadway. Kennedy stated that the residents seemed to acknowledge the need for improvements <br />to the roadway, and there were several comments on traffic speeds. Kennedy provided a <br />potential schedule showing the project could be constructed between May -October, 2016. The <br />next step would be to authorize a feasibility study if the Council feels there is enough support <br />from the neighborhood and consider options for trail connections and addressing traffic speeds. <br />Haas talked about the possibility of eliminating the grass strip between the road and trails. <br />Kennedy stated that there needs to be two feet from the face of curb to the edge of the trail as <br />required for state aid funding. <br />The Mayor stated that the residents seemed to be in favor of the project, but speeding was a big <br />concern. There was also discussion on which side of the road the trail would go on. He <br />questioned whether a speed study was ever done on that road. Kennedy replied that there was <br />one done several years ago that moved the transition zones as a response to the increase in <br />development in the area. MnDOT could do another speed study and evaluate the transition <br />zones. <br />Petryk talked about a resident's concern that widening the road to a 32 -foot roadway would <br />encourage speeding. Kennedy stated that the minimum road width for state aid funding is 26 <br />
