M <br />CITY OF HUGO <br />CITY COUNCIL AGENDA REPORT <br />TO: Bryan Bear, City Administrator <br />FROM: Scott Anderson, Public Works Director <br />SUBJECT: Replacement of 2006 Elgin Crosswinds Sweeper <br />DATE: For the City Council Meeting of January 4, 2016 <br />BACKGROUND <br />Included in the City's Equipment Purchasing Fund is $225,000 for the replacement of <br />the City's Elgin Crosswinds sweeper. The Crosswinds sweeper is now 10 years old and <br />is due to be replaced following the City's equipment replacement schedule. The current <br />sweeper has served the City reasonably well over the past 10 years, however, staff has <br />been disappointed with the overall effectiveness of the removal of smaller sized <br />particles from the roadways. The City's current sweeper is ineffective at removing the <br />rocks left behind after seal coating projects as well as the much smaller silt particles <br />commonly found near construction sites. These particles, if not removed from the <br />roadway, enter our storm sewers and then deposit into our stormwater ponds. Over <br />time, these ponds will require maintenance for the removal of the sediment. Staff has <br />tested several different makes and models of sweepers to ensure that a chosen <br />replacement would be more effective at picking up and removing the particles that the <br />current sweeper cannot. The Tymco 500x sweeper outperformed the other sweepers <br />tested and best fits our needs. This sweeper was very effective at the removal of the <br />seal coat remnants, which is the most common resident complaint we receive relating <br />to street sweeping. Staff feels it's in the best interest of the City for Council to consider <br />the replacement of this piece of equipment. <br />Staff has put forth considerable effort in researching replacement equipment and feels <br />confident in making a recommendation based on cost, performance and reliability. <br />The equipment listed below has been reviewed with Finance Director, Ron Otkin, and <br />he is in agreement with the Public Works staff recommendation to replace the current <br />street sweeper. If approved by the City Council, this piece of equipment would be <br />purchased using a Mn/DOT contract through the Cooperative Purchasing Venture <br />
