Agenda Number: -
CITE' OF HUGO
PARKS COMMISSION REPORT
TO: Bryan Bear, City Administrator
FROM: Shayla Syverson, Parks Planner
SUBJECT: Lions Park Concept Plans
DATE: February 4, 2015 for the Economic Development Authority Meeting of
February 10, 2015
1. INTRODUCTION:
The Parks, Recreation and Open Space Commission has been working with a Landscape
Architect and a stakeholder group to plan Lions Park. Three concept plans have been
drafted for review. A Preliminary Master Plan will be drafted for additional review.
2. BACKGROUND:
In the summer of 2012, public meetings were held and a concept plan of Lions Park was
drafted. The Parks Commission stated an interest in working with the developer of the
LaValle Fields properties on a possible land dedication, which would expand the park,
but recommended that the City Council review the plan. The City Council discussed the
plan on October 15, 2012. No formal action was taken, but discussions included the
possible park dedication and changes to the parking and traffic flow in the plan.
Landscape Architect Candace Amberg of WSB, and Associates was selected to finalize
the Lions Park plan at the City Council of June 16, 2014. At this meeting, a stakeholder
group was also appointed. The group included Councilmember Becky Petryk, Parks
Chair Tom Windisch, Park Commissioner Dave Strub, and representatives from the
Lions Club.
On September 29, 2014, dedication of 2.11 acres of park land was received for the
LaValle Fields development. Lions Park expanded west to include a total of 10.21 acres.
3. PUBLIC MEETINGS:
A stakeholder meeting was held on October 14, 2014 to review past approvals and
direction about how the park will be used and what features it will have. Using this input
as well as the other background information, three concept drawings were prepared for
discussion.
-1-
Lions Park Planning
February 10, 2015
