A portion of the HOME administration funds (3.5%) is allocated to Dakota <br />County who acts as the HOME Consortium fiscal agent. The CDBG program also allows up to 15% of funds to be <br />used for public services, which includes the eligibility specialist and crisis assistance funds. <br />All of the 2014 funds allocated will be used to benefit low to moderate income populations. <br />None of the 2014 funds will be used for slum/blight or urgent need activities. <br />
