This was of concern at first, but as the discussion developed, the Park <br />Commission agreed with the School District. Security is a very significant issue at schools today and <br />unknown persons are not welcomed on the school grounds. The thought that anyone, at anytime, could <br />enter the school grounds and be unsupervised would not be acceptable to the School District or to parents <br />that had children at the school. The Parks Commission agrees that use should be limited to the times listed <br />above. In order to allow for more flexible use of the play equipment it may be possible to establish a sign -in <br />procedure at the school that would allow parents to use the playground during school hours. <br />Additional Discussion <br />The Park Commission feels that the installation of new playground equipment at the Hugo Elementary <br />School would be a very positive and beneficial thing to do for both the school and the surrounding <br />neighborhood. The neighborhood, and the school, needs a new play facility. This playground area is <br />located within Neighborhood Park District Number 2. Constructing a playground in this location fits with <br />the Comprehensive Park Plan. The opportunity to construct the equipment on school property is an <br />advantage to the City. There is little or no land in this neighborhood district so it would be difficult to <br />acquire land and build a City owned park. The Park Commission feels that the School District has <br />responded positively and in good faith to all the questions that have been raised and the Park Commission is <br />in favor of donating $25,000 to the Hugo PTO as a contribution to completing this project. <br />Recommendation: The Park Commission recommends that the City Council authorize the <br />expenditure of $25,000, payable to the Hugo PTO, for the purpose of purchasing and installing new <br />play equipment at Hugo Elementary School. Joint powers agreement should be developed between <br />the City of Hugo and the White Bear Lake School District describing the relationship between them <br />as it relates to this playground equipment. <br />II. Bobber's Boats & Bait <br />The Park Commission has reviewed the letter from Mr. McElmury regarding selling the property located at <br />4444 129th St. N. It is not clear to the Commission how big this parcel is, or what exactly is for sail. If Mr, <br />McElmury is interested in pursuing this further the Commission requires additional information. This <br />information would be a site survey and the total number of acres that are for sale. <br />III. Park Map <br />The City Council, at the Council meeting on March 6, tabled the discussion on approving the preparation of <br />the City Base Map. <br />IV. Brochure <br />Deb Barnes has reviewed the brochure that was prepared by the Commission. She has provided excellent <br />comments. Robyn LaCasse will communicate directly with Deb Barnes and revise the brochure subsequent <br />to their conversation. <br />V. Park Projects <br />The Commission discussed the City owned property located at Egg Lake Road and Goodview. It is not clear <br />what this property is actually like. A site visit will be made to this land at the next meeting if time permits. <br />VI. Water Tower <br />The Commission wants to proceed with a small park development at the Water Tower Site.
