It was also noted that the trail to the west will be built on 132nd Street and not on <br />130th. <br />Action: Get Council to authorize the preparation of plans and specifications to build the parking lot. <br />MEMBERS NOTE: Subsequent conversation with Robyn, she checked on the doors to the pump <br />house and they are on the south side. The City needs access to the south side of the <br />buildings. Robyn thought that we should reconsider the designs. This action will be taken <br />to Council on June 12. <br />VII. Sunset Lake — The issue is over use of the small point of City owned land on the north side of the <br />lake. Cars are parking on the roadway posted for no parking; steep access makes the site hard to <br />service with trash receptacles and portable bathrooms. The city has put a trash barrel on site, but it is <br />usually full. Users are using the outdoors as a restroom and encroaching on private property. The <br />homeowners association that manages the lake is very concerned about the problem. There are <br />questions for the City attorney; <br />a. Can we close the park? <br />b. Can the City sell the park - are there deed restrictions? <br />c. Can the City restrict access to the park? <br />The issue on the lake also includes the land the City owns on the south side at 125th Street N. There <br />is a canoe access there but the road is curved and parking is also a problem. <br />Action: Dave and Chuck will contact Greg Geller and review the matter with him. <br />MEMBERS NOTE: Subsequent e-mail from Dave Strub, Greg Geller needs Council authorization <br />to research any deed restrictions. Dave is meeting with the homeowners Association about buying <br />the property. It may be possible to require a permit to use the park. The permit would off set the cost <br />of maintenance. It may be possible to erect a temporary barricade to discourage the use of the <br />property. Council would need to authorize any of these actions. A letter will be written to Council <br />requesting these actions. <br />VIII. Rice Lake Park — the issue of the lease renewal was discussed. The Commission would like to see <br />the current lease to determine if it restricts use in any way. The Commission sees this property being <br />developed as a nature park and therefor money on active recreational development should be kept to a <br />minimum. The Commission feels that the Church would stay for the additional time they are <br />requesting but that the Council void the existing lease and start a new contract. <br />IX. The snowmobile club is working directly with Mike Ericson on the future of snowmobile trails in <br />the City. <br />X. Beaver Ponds — irrigation and seeding will be done soon. <br />Action: Put up a sign that describes park project and the need to stay off the seeded field. Fliers to <br />the immediate neighbors should be sent explaining the development and the need to protect the fields. <br />XI. Nancy Chelmo has helped organize the open house for Explore Your Parks National Trail Day. The <br />open house is in Forest Lake on June 3, 2000 from 9:00 a.m. to 12:00 p.m. <br />NOTE: Please note that although we had wanted to put items on the June 5 Council meeting, the <br />Council has requested that no other items be placed on the agenda that night. The slaughter <br />house issue is on the agenda.
