Representatives from Victor Gardens, Leonard Pratt, Mark Putnam, and Corey Meyers, attended the
meeting and presented the design concept for parks and open space.
A. Parkland
The developers are proposing to provide 22.5 acres of parkland. In addition to the parkland there are
approximately 48.7 acres of wetlands, floodplain, and other undevelopable land. Small areas of
public open space are proposed in strategic locations throughout the development. Two parks,
labeled 3 and 4 include typical neighborhood recreational facilities. Park 3 is 2.24 acres in size and
park 4 is 1.80 acres. Other public spaces are smaller and include amenities that promote community
and help build neighborhoods.
The Clearwater Creek Greenway, in the middle of the development, is a significant open space
component planned for the development. The greenway is the beginning of a corridor that will
connect Hugo to the east, west, north and south and will eventually link with trails in Lino Lakes and
White Bear Township.
B.
