Parks Commission Meeting 10-11-00 <br />Page 2 of 2 <br />The developer is proposing to improve the parks by constructing play equipment, tennis courts, <br />basketball courts, a soccer field, a softball diamond, volleyball courts, and other improvements. A <br />substantial amount of landscaping within the parks and open space areas is also proposed. <br />C. Trails and Sidewalks <br />Trails and sidewalks are proposed for the development. Concrete sidewalks on both sides of all the <br />streets within the development are planned for. The developer is also proposing a trail along both <br />sides of CSAH 8, and a trail along Clearwater Creek and a branch of the creek. The Clearwater <br />Creek trail will be located within a linear park (greenway) that would run east/west through the entire <br />development. <br />D. Dedication <br />The developer is also proposing to provide maintenance for the parks. The homeowners association <br />will maintain the open spaces and they may do this for five to seven years. Various parkland <br />dedication scenarios were discussed. They ranged from accepting all the land, trails and developed <br />facilities as complete dedication to taking a combination of land and cash. <br />E. Commission Comments <br />The Parks Commission was unanimous in their support of the project and the park system plan. <br />They expressed concerns including the following; <br />♦ How will maintenance of the parks occur? <br />♦ Who would be allowed to use the parks? <br />♦ When will they be able to use them? <br />♦ Would these parks really be perceived as public parks? <br />♦ Roads surround the parks. Are they safe? <br />♦ How usable would the small parks really be? <br />Staff will provide a recommendation on what parkland the City should accept as public land, and <br />what, if any, park fees would be required.
