Parks Commission Meeting 9-12-2001 <br />Page 2 of 3 <br />Park 3 and the 3.41 acres total in both parks will meet the parkland dedication requirement. <br />2. Park 3 will be developed with recreational facilities. The Park Commission would like to see <br />this park development and the specific improvements by the November 2001 Park Commission <br />meeting. <br />3. Park 1 will also be accepted, and the specific development proposal for this park should also be <br />presented to the Park Commission by November. <br />4. The developer should complete all park development prior to selling lots and homes. The <br />Commission is concerned that future residents, exposed to marketing materials, will be expecting <br />parks and trails in the development and they would like to see them in place prior to selling lots. <br />In the past developers have promised parks to future residents and no parks were planned for or <br />developed. Residents have then held the City responsible for a developers promise and this has <br />become a critical and sensitive issue for the Parks Commission. <br />5. The maintenance agreement for the parks, detailed in the developers agreement, should be for as <br />long a period as possible. A three year maintenance period is proposed at this time. The <br />Commission had previously requested a five year maintenance agreement. The maintenance <br />agreement should be reviewed at the end of the period, regardless of its length, in order to <br />determine if the maintenance period needs to be extended. <br />6. The development agreement should state that the maintenance period begins at the time the City <br />accepts each phase of development as complete. <br />7. There was also concern over the role, responsibility, and membership of the proposed HOA. <br />The HOA will be responsible for the maintenance of the public parkland. The concern involves <br />Park 1, in particular, and the fact that it will be surrounded by businesses. Business owners may <br />require a different level of maintenance than the residents. The Commission is concerned that <br />conflict may occur in the HOA between homeowners and the businesses and that the park may <br />not be able to be maintained at the level the business owners desire. The Commission suggests <br />that there may be more than one HOA. At the very least the relationship between the <br />homeowners and the business owners must be clearly defined. <br />III. White Bear Lake Recreation — Dave Gunther and WBLR, along with the Parks Commission, <br />are looking for facilities and activities to offer recreational opportunities in the winter time. <br />More information on this will be provided in the future. <br />IV. Rural Preservation Public Meetings — The Met Council is hosting six such meetings around <br />the area for citizens, public officials, and landowners to help create a regional strategy that <br />balances diverse interests, promotes good land stewardship and allows for some growth. The <br />first meeting will be as follows. <br />Thursday, Sept 20th. Open house 6-7pm. Meeting 7-9 p.m. at Washington County <br />Fairgrounds, Hooley Hall. <br />V. Block Parties — Country Ponds held their neighborhood block party last weekend. Robyn LaCasse, <br />Pete Pederson, and Becky Petryk attended and enjoyed meeting with the residents. The Lions <br />contributed food and fire truck rides. The Creekview Preserve party will be held next Sunday. <br />The Lions are also contributing a roast pig for this party. The Lions welcome the opportunity to <br />talk about the club and to recruit new members. This excellent civic organization contributes so <br />much to the City of Hugo and they want to continue to contribute to the community and grow in <br />membership. <br />This is an interpretation of the events that happened at the meeting.
