Parks Commission Meeting 5-9-01 <br />Page 2 of 3 <br />limit commercial development in this area in the future. Senior housing could however be developed in the <br />vicinity. A park or plaza along Egg Lake could be the perfect use for this strip of land. A park or <br />plaza would provide a sense of place for Hugo, create a significant view along Hwy 61 and provide a <br />gathering place for seniors and other residents of Hugo. It would be important to connect this park or <br />plaza with the new City Hall being constructed across the highway. This crossing must be safe and it <br />is recommended that the crossing go under Hwy 61 if possible. The Commission felt very strongly <br />that however the City proceeds, they must be sensitive to the existing property owners and very <br />respectful of their interests The Commission will send a memo to the City Council in support of <br />park/plaza/open space along the east side of Egg Lake. <br />VI. Sunset Lake — Bronwen Kleissler shared a complaint she heard from a resident on the lake about the <br />public access on the north side of the lake. Dave Strub, also a resident on the lake, stated that he had <br />been checking the site and had not observed any problems. Chris Petree, Public Works Director, is <br />doing a good job of collecting the garbage and maintaining the site. It is possible that the parking <br />restrictions are not being observed. Michelle Lindau had been contacted prior to the meeting and she <br />had called the County Sheriff about patrolling the area. It was pointed out that more of a safety <br />problem exists on the south side of the lake. People park on the opposite side of County Road 7 and <br />walk across the road to the lake. This location is on a curve and appears to be very dangerous. The <br />County has been made aware of this situation and feels that there is enough room to park cars and <br />that no restrictions are required. <br />VII. Grants - The City has received two of the grants they applied for this year. The White Bear Lake <br />Association granted $3500 to the City for construction of the soccer field at Beaver Ponds. Thank <br />you to them. The City also received a $10,000 grant from the DNR to continue the Minnesota Land <br />Cover Classification Mapping that has been in process. Thanks to the DNR. <br />VIII. Trails - The Commission also talked about trail crossings and the future alignment of County Road <br />8. A letter will be written to Doug Fisher and Jim Luger of Washington County expressing the desire <br />of the Park Commission to be involved in the design of the trails. The preferred trail crossings would <br />be below the road and this would need to be considered very early in the planning stages. <br />IX. Block Parties - The Commission continued to plan the block parties they will have this summer. <br />The City does not need insurance to hold the parties. Nancy Chelmo will continue to plan and she <br />will provide more information by the next meeting. <br />X. City Hall - It was pointed out to the Commission that they maybe paying about 10% for the <br />construction of the new City Hall. This would cover the costs for the office and space the Park <br />Department would occupy. <br />XI. CIP - John Rask is working on the CIP plan and as part of this plan he is analyzing the <br />appropriateness of the $1350 per household park dedication fee. The Commission will be given <br />more information as soon as it is available. <br />This is an interpretation of the events that happened at the meeting.
