Parks Commission Meeting 4-10-02 Page 2 of 3 <br />is checking on the status of the trail. <br />VI. Creekview Preserve <br />A. The site for water tower #2 is under construction. This site is northwest of Creekview Preserve and is <br />1.8 acres in size. <br />B. A site visit will be made to determine if any of the 1.8 acres is usable for parkland and if expansion <br />possibilities exist. <br />VII. Lions Park <br />A. Lions Park may be impacted by the CSAH 8 realignment. <br />B. This park is the site for Good Neighbor Days. This community event is the largest fundraiser in Hugo <br />for the Lions and an extremely important community gathering. <br />C. The park may not be able to be used for Good Neighborhood Days in the future and another site may <br />need to be found. <br />D. The Commission asked the Lions to spend some time and develop a needs assessment for this event. <br />Pete Pedersen, a Lions member, will communicate with the club. <br />E. The Commission, City Administrator Mike Ericson and Council member Chuck Haas all expressed <br />great appreciation for all the things the Lions have done for Hugo and assured them that the City is <br />committed to work with the Lions on this issue. <br />F. The tennis court improvements at Lions Park are on hold for now because of the unknown future. <br />VIII. Oak Shore Park <br />A. Robyn LaCasse, John Rask, Mike Ericson and Chuck Haas all attended a meeting at the homeowners <br />association in March. They were there to discuss a neighborhood park and the possibility of purchasing <br />the 10 acres owned by the association. <br />B. The association appreciated the City coming to talk to them and more discussion will take place. <br />C. The City Council acted on this matter at the first meeting in April. They directed staff to ask the <br />association to develop an offer to sell the land and present it to the City. <br />D. Mark Koll, a resident of Hugo in the neighborhood near Oak Shore Park is very interested in this <br />matter. He sees a huge need for a park in this area and was present to listen and express his concern. <br />The Commission is aware of the need for a park and will continue to pursue one for these <br />neighborhoods. <br />IX. Bernin Property <br />A. A purchase agreement has been finalized. <br />B. Council will act on the agreement in May once all the signatures have been obtained. <br />X. Park Dedication Fees / Finances <br />A. The parkland dedication for residential lots has been raised to $1800 per unit. A small park land <br />dedication fee has been added for new commercial subdivision. This fee is $1000 per acre. <br />B. A financial report will be given to the Commission every month. <br />XI. Updates <br />A. Council <br />1. The Rice Creek Watershed District and partners received an LCMR grant for 1.2 million for the <br />Hardwood Creek Restoration Project. <br />2. A mater plan for the Oneka Lake area from 147th to 165th on the east side of T.H. 61 will be <br />prepared. The process will be similar to the Everton Avenue Study. <br />3. Rick Harrison, a land planner, shared land development approaches that save natural resources with <br />the Council. Chuck Haas encouraged the Commission to invite him to one of the meetings. <br />B. Planning <br />1. The Planning Commission will meet twice a month on the 2nd and 4th Thursday. <br />2. The Centex project was recommended to City Council. <br />3. The Fenway development plan was tabled. <br />This is an interpretation of the events that happened at the meeting.
