Centex Homes <br />A. The Land Development Manager from Centex Homes, Steve Ach, and Len Pratt presented a concept <br />plan for the properties west of Fenway Boulevard and north of Townhomes of Bald Eagle Lake. The <br />properties will be developed as residential. <br />B. A trail concept plan was presented that showed potential north south routes and east west connections. <br />C. The 80 -acre Preserve that is owned by the City is adjacent to the property and the trail system will <br />include the City parkland. The north south trail will eventually become part of the Clearwater Creek <br />Greenway. <br />D. The Commission cautioned the developers about the trail intersection that is shown just north of Bald <br />Eagle Lake. The road in this location is curved and very narrow and it will be dangerous to bring a trail <br />to this location at this time. <br />E. A trail connection to the west intersecting with a trail in Lino Lakes at Tart Lake Road should also be <br />planned for. <br />F. No neighborhood parkland will be taken from the developers and cash will be expected for the park <br />land dedication at the time of development. Neighborhood parks exist or will be constructed in this area <br />and along with the 80 acres of open space there will be enough parkland to support the expected <br />population. <br />II. School Property — Everton Avenue Neighborhood <br />A. Planning for the new school site, the life learning center, is continuing. John Sponsel, an Architect from <br />the BKV Group presented the current concept plan. Approximately 750 students could attend the <br />school and the plan showed 50% of the site as building and parking, 25-30% for organized ball fields <br />and 20-25% is public open space. The plans are still being developed and coalitions are being formed to <br />influence the planning. All stakeholders have not yet been identified and effort is being made to include <br />as many parties as possible in the process. <br />B.
