Pete Pedersen and Robyn <br />LaCasse agreed to share responsibility and will attend future school planning meetings. <br />III. Park Commission Goals for 2002 <br />A. The City Council asked the Commission to develop goals for 2002. John Rask assembled a draft work <br />program for 2002 and included both long-range planning projects and parks implementation projects. <br />B. Planning projects included the update to the Parks Master Plan and working with the White Bear Lake <br />School District to develop a new school/city park site. <br />C. Ongoing projects include the review of development applications and making recommendations to the <br />City Council and continuing to identify and purchase park property. <br />D. Implementation projects include: closing on the Bernin property; reconstruct tennis courts at Lions <br />Park; completing landscaping and soccer field work at Beaver Ponds; reviewing plans for the CSAH 8 <br />project to insure consistency with the City's trail plan including the construction of an underpass; begin <br />to examine neighborhood park needs west of Creekview Preserve; begin implementation and detailed <br />design for the new school if the referendum passes; develop plans for the use and improvement of the <br />old schoolhouse; and identify grant programs for 2003. <br />E. The Commission approved the plan with some comments. <br />1. Tennis courts may no longer be an appropriate use at Lions Park. The Commission will consider <br />other uses for the tennis court area and reconsider facilities at Lions Park in general. <br />2. Identifying trail segments that could be built should be included in the goal. <br />3. Rice Lake Park will be considered further this year but no plans are proposed at this time. <br />IV. Land Purchase Process and Tracking <br />A. The article that appeared in the Hugonian paper needs to be corrected to reflect the need and desire for <br />large parcels of land. The Commission is looking for as many as 80 acres and this was not clear in the <br />paper. <br />B. Pete Pedersen will start to keep a log of contacts he makes and responses he receives. <br />V. Park Fees <br />A. Park fees are being reviewed. <br />B. Park fees for residential development are based on the CIP for parks. This fee will increase to around <br />$1700 per unit for residential development and will support the CIP for parks. <br />C. Commercial development should pay some park dedication because businesses do benefit from park <br />and open spaces. Park dedication for commercial land will only apply to subdivided land. <br />D. The Park Commission made a motion. Raise park fees to support the CIP with all residential units being <br />the same fee. The commercial rate will fall in line to meet the CIP. The motion carried. <br />VI. Member Policy <br />A. John Rask presented the Policy Relating to the Appointment and Reappointment of City of Hugo <br />Planning Commission and Park Commission Members and the Establishment of Performance Reviews <br />for Commission Members. <br />B. The policy is intended to treat all commission members the same. <br />C. As terms expire everyone will go through the interview process. Members will not automatically be <br />reappointed. <br />D. Six candidates have applied for the open position and they will be interviewed in March. <br />VII. Victor Gardens — Parks <br />A. Conditions of the final development agreement are being finalized. <br />B. Park dedication will occur in phases and remains the same as has been discussed. <br />VIII. Wilderness View — Preliminary Plat <br />A. Eleven lots are being platted on property east of Beaver Ponds. <br />B. Parkland is not needed in this location and the Commission recommends fees be taken for park <br />dedication. <br />C. A trail to the east as shown on the plat is required and should be installed at the time of development. <br />IX. Updates <br />A.
