The preliminary plat for Legacy Phase 1 is moving through the process. The commission reviewed the <br />plan and made recommendations. <br />B. Outlot A and Outlot B will be accepted as public parks. They are located on the new proposed trail <br />system and they make excellent public, park appendages to the trail system in Hugo. They will provide <br />excellent places for neighbors to gather and trail users to stop and rest. <br />C. A trail running primarily east to west will be constructed off road as part of the development. It is <br />proposed to be 6 feet in width. If this trail is designed for bikers and walkers it may be more <br />appropriate to have it be 8 feet wide. <br />D. A north south trail connecting to the Clear Water Creek Preserve on the south side should be <br />constructed. Two options are proposed. One is an off-road trail along the cul-de-sac that connects to the <br />Preserve. Adding a trail in this location could impact wetlands. The second option is near the Creek <br />itself on the east side of the Legacy development. The City has acquired land along the creek and this <br />may be the location for the trail, not along the road. This issue will be studied and the solution <br />presented at a later meeting. <br />E. The cul-de-sac will not be constructed the way it is shown. The road will terminate at the boundary line <br />of Clearwater Creek Preserve and a small area for a parking lot and turn around will be constructed <br />instead of the cul-de-sac. This location will be one of the primary entrances to the Preserve. <br />F. Although parkland is proposed to be accepted as part of the required park dedication neighborhood park <br />requirements for this area are not completely met with this development. It is still desirable to provide a <br />larger neighborhood park in the vicinity. <br />G. Specifics of the parkland dedication will be finalized as the development moves through the process. <br />II. County Road 8 <br />A. The road alignment options continue to be analyzed. Some decisions have been made and the 140th <br />alignment is no longer being considered because the environmental impacts exceed the benefits. Three <br />other road alignment options at 147th, 145th and 142nd are still in consideration. <br />B. Trail locations are still being discussed.
