Parks Commission Meeting 7-10-02 <br />Page 2 of 2 <br />8. It depends on the location of the road and the cost of the right-of-way that would be needed to build the <br />trail. <br />C. Off road trails following the existing ditch alignments would be acceptable and even desirable. <br />D. An underpass below 8 is still desired. The location of the underpass should be in the vicinity of the <br />Greenway. <br />E. If it is not feasible to build an underpass there should be at least one trail on 8 and it should probably be <br />on the north side. <br />III. Meeting Guidelines <br />A. The Park Commission adopted the meeting guidelines stating that they are excellent guides for running <br />a fair, open and cordial meeting. <br />B. The City Council and the Planning Commission have already adopted these guidelines. <br />IV. Development Project Reviews <br />A. Four development projects were reviewed and comments or recommendations were: <br />1. Oneka Ponds — This project is being redesigned and will be presented again. A neighborhood park <br />is still desirable adjacent to the Bernin property but this area may be all wetland and may not be <br />acceptable as parkland dedication. <br />2. Generation Acres — Parkland dedication in cash if this project proceeds. <br />3. Oneka Lake View South — If this project proceeds parkland dedication in cash is recommended. <br />4. White Oaks Fields — Parkland dedication in cash is recommended. <br />V. Historical Society <br />A. Kitty Cheesebrow attended the first meeting of the Hugo Historical Society. She also had spoken with <br />the Minnesota Historical Society about the old school house. <br />B. The schoolhouse has been altered architecturally. It will probably not be considered for significant <br />historical designation. However this building does have a great deal of historical significance to the <br />residents of Hugo and is valuable for its connection to the past. <br />C. It is now possible to proceed with determining how the building can be repaired and used in the future. <br />VI. Updates <br />A. The City Council has now formed the Committee on Transfer Development Rights. This committee <br />will be studying ways in which Hugo can preserve its rural character. <br />B. The city closed on the Bernin Property. <br />C. Jennifer May was given Steve Quast's name. He is planning a block party for his neighborhood and <br />Jennifer will contact him and share the tips and guidelines for block parties. <br />D. The Park Commission still needs to get an updated member roster as well as a current financial <br />statement. <br />This is an interpretation of the events that happened at the meeting.
