Minutes <br />Hugo, Minnesota Parks and Recreation Open Space Commission Meeting <br />January 14, 2004 <br />6:30 p.m. <br />Oneka Room — City Hall <br />Meeting Chair: Robyn LaCasse <br />Minutes By: Chris Petree <br />Present: Parks Commission: Kitty Cheesebrow, Pete Pederson, Robyn LaCasse, David <br />Strub, Tom Weidt, Jennifer May, Roger Clarke and Kelly Bailly. City Council: <br />Mayor Fran Miron (7:30pm), Councilmember Mike Granger (6:30pm-7:15pm) and <br />Councilmember Frank Puleo (7:00pm). Staff: Chris Petree, Scott Anderson and <br />Mike Ericson. Consultant: Laurie McRostie. <br />Absent: None <br />I. Neighborhood Meeting: <br />A. Oneka Ponds ParkBernin Park (Laurie McRostie): Consultant Laurie McRostie provided a <br />brief overview of the history of the Bernin property and the Oneka Ponds site. Laurie presented <br />options for the amenities located on both pieces of property and an estimated timeline for <br />development. Laurie then presented Option A and Option B for consideration by the Parks <br />Commission. The Parks Commission then allowed the residents in attendance to comment on <br />the options presented. The comments were as follows: do not allow too much parking at <br />Oneka Lake access, concerns of future light pollution, quality of Oneka Lake, restroom <br />facilities, request that Oneka Lake be a "No Wake" lake, do not allow parking on east side of <br />Greene Av. N. when property develops, enforcement of park hours, possible dog park, make <br />sure swings are in play equipment design, concern of speed on Goodview Av. N., possible off- <br />street parking for Oneka Ponds Park, would like volleyball, open space is desirable, construct <br />picnic shelter near play equipment, mixed use of paved and natural trails, handicap accessible. <br />Parks Commission Chair Robyn LaCasse asked residents to vote by a show of hands which <br />option they were in favor of. Residents in attendance unanimously requested Option B. <br />LaCasse made motion, Cheesebrow seconded, to select Option B for the desired layout of the <br />Oneka Ponds site and directed Consultant Laurie McRostie to work with the residents that <br />volunteered to select appropriate park equipment and completed a final design for the site. <br />All Aye.
