Hugo, Minnesota Parks and Recreation Open Space Commission Minutes <br />April 14, 2004 <br />Page 3 <br />Clarke made a motion, Pederson seconded, directing staff to accept park dedication fees <br />in lieu of land for Waters Edge South and to dedicate those funds towards the additional <br />recreation space in the new school. <br />All Aye. Motion Carried. <br />IX. Neeser & Powers Property <br />Developer Len Pratt was on hand to provide an overview of the development as well as his <br />proposal to dedicate land in lieu of park dedication fees. Len also requested that the Park <br />Commission allow him to dedicate land in this 1St phase of development for the north 40 <br />acres that are not included in this plat. Len would like to dedicate all of the land at this time <br />so that it would not need to be considered when the northern 40 acres develops. Len also <br />stated that he would construct a trail through the parkland that would be dedicated, he will <br />construct the promontory point that overlooks the new school and athletic fields and finally <br />he would transfer the ownership of the old barn on the Powers property to the City. Park <br />Commission members stated that prior to accepting the barn they would like staff and <br />commission members to look at the structure for consideration, Len concurred. <br />Pederson made a motion, Cheesebrow seconded, directing staff to accept parkland <br />dedication in lieu of fees for the Neeser/Powers Property and to also include the 40 acres <br />located to the north as part of the land dedication for this project. Furthermore, this motion <br />is contingent upon staff review of the parkland dedication requirements. <br />All Aye. Motion Carried. <br />X. Update on City Park Adjacent to Fable Hill/Clearwater Preserve (Roger Clarke) <br />Park Commission Member Roger Clarke provided an overview of the 100_acre parcel <br />referred to as Clearwater Park. Roger had a chance to walk the site in early March with <br />Developer Len Pratt and Engineer Derrick Passe. Some of the findings were as follows: <br />over 1.5 miles of trails could be constructed, a possible creek crossing location was <br />identified and many other potential uses were discussed. Roger stated that he will now <br />proceed with a sketch plan for the site with help from Engineer Derrick Passe. <br />XI. Updates <br />A. Planning Commission -None <br />B.
