Minutes <br />Hugo, Minnesota Parks and Recreation Open Space Commission Meeting <br />September 8, 2004 <br />7:00 p.m. <br />Council Chambers — City Hall <br />Meeting Chair: Pete Pedersen <br />Minutes By: Chris Petree <br />Present: Parks Commission: Pete Pedersen, Roger Clarke, Steven Lacher, Tom Weidt, <br />Jennifer May and Jim Keithahn. <br />Planning Commission: Kelly Bailly. <br />Staff Chris Petree. <br />Absent: Kitty Cheesebrow. <br />Approve Minutes From August 11, 2004 Meeting <br />Weidt made a motion, May seconded, to accept the Minutes from the August 11, 2004 Parks <br />Commission Meeting. <br />All Aye. Motion Carried. <br />II. Park Fund Status <br />Public Works Director Chris Petree provided the Parks Commission with a breakdown of park <br />projects over the next five years and the funds that are projected to be available. Park Commission <br />members decided to form a C.I.P. committee that would look at the park projects and budget over the <br />next five years to determine what is feasible. Park Commissioners serving on the committee are <br />Steven Lacher and Roger Clarke. Jim Keithahn will be an alternate when necessary. Park <br />Commission members asked that City staff including the Finance Director, Community <br />Development Director and Public Works Director serve on this committee as well as asking the City <br />Council for two members to serve on the committee. Staff will place this item on the next Council <br />agenda and ask for volunteers. <br />III. Review Feasibility Study for Rice Lake Park <br />Public Works Director Chris Petree provided an overview of the draft feasibility study for Rice Lake <br />Park. Public Works Director Petree highlighted the amenities of the park which include: 5 adult <br />soccer fields, over 220 parking stalls, play area with picnic shelter, concession/restroom building, <br />trails both improved & unimproved and landscaping for the site. The draft feasibility study estimates <br />the cost of these improvements to the site at $1.7 million. Public Works Director Petree stated that a <br />phasing plan for this project was completed as part of the feasibility which would spread the cost of <br />the project over many years. Park Commission members agreed that the feasibility study was <br />consistent with the concept plan that was prepared and approved by the Park Commission for Rice <br />Lake Park. Park Commission members suggested a few minor changes to the feasibility study. The <br />changes include: place screening/barrier on the 3 soccer fields that border County Road 8 on the <br />Page 1 <br />
