Minutes <br />City of Hugo <br />Parks and Recreation Commission Meeting <br />July 12, 2006 <br />7:00 p.m. <br />Council Chambers — City Hall <br />Meeting Chair: Kitty Cheesebrow <br />Minutes By: Chris Petree <br />Present: Parks Commission: Kitty Cheesebrow, Pete Pedersen, Jennifer May, Roger Clarke, <br />Charles Kirk and Rachel Berger. <br />Staff Chris Petree, Public Works Director. <br />Absent: Dan Gabrielli and Kelly Bailly <br />Approve Minutes From June 14, 2006 Meeting <br />Pedersen made a motion, Kirk seconded, to approve the minutes from the June 14, 2006 Parks <br />Commission meeting. <br />All Aye. Motion Carried. <br />II. Discuss Preliminary Plat & Park Dedication Requirements for Sunset Shores <br />Public Works Director Chris Petree and the developer provided an overview of the Sunset <br />Shores plat to the Parks Commission. The plat follows the City's Rural Preservation Ordinance <br />and consists of 42 single family homes on 142.74 acres. Over 60% of the property will be <br />preserved as open space. The Parks Commission considered staffs recommendation to accept <br />parkland in lieu of fees. Staff recommended that the Parks Commission accept Outlots A & B to <br />fulfill the park dedication requirements and consider extending the trail from Outlot B to 120th St. <br />N. Outlot A is just over one acre and is adjacent to the parcel of land that is owned by the City at <br />125th St. N. & Homestead Dr. N. Both parcels abut Sunset Lake and the acquisition of Outlot A <br />is identified in the City's Master Park Plan. Outlot B is over 35 acres and includes upland and <br />wetland areas. The developer is also proposing to construct trails, a bridge and gazebo in this <br />area. Members of the Sunset Lake HOA were in attendance at the meeting and the Parks <br />Commission asked that they comment on the proposed development as it relates to park <br />dedication requirements. The residents shared the following opinions: asked that the Parks <br />Commission minutes and agendas be kept up to date on the website, explained that they have a <br />severe milfoil problem on Sunset Lake and would not be in favor of a public boat launch, they <br />would be in favor of a small community park/picnic area with a fishing pier, expressed concerns <br />for safety if the City were to vacate 125th St. N. from Homestead Dr. N. to C.R. 7 for development <br />of a park, asked that the City increase efforts for litter removal on City property adjacent to <br />Sunset Lake and asked that the Sunset Lake HOA President Jim Lawmer be notified of any <br />future meetings pertaining to this subject. The Parks Commission acknowledged all of the <br />comments from the residents and informed them that this meeting was only to discuss accepting <br />parkland or fees for this development.
