Update on 2007 Eagle Scout Projects Public Works Director Chris Petree updated the Parks Commission on the status of the Eagle Scout Project at the 100 acre park. Parks Commission Chair Roger Clarke has been working to prepare the proposed trail rout through the park and will be meeting this week with the City's consulting engineer to identify wetlands & other possible conflicts along the proposed trail route. Parks Commission Chair presented a Power Point presentation that identified a proposed trail route and showed pictures of the route. This project is expected to begin this summer. V. Update on Rice Lake Park Implementation Public Works Director Chris Petree updated the Parks Commission on the status of the Rice Lake Park Implementation Committee. City staff and appointed City Councilmembers met on May 8, 2007 to discuss the next steps required to finalize plans and specifications for the park. The City has received a proposal from WSB & Associates, Inc. to complete the remaining design & engineering work on the park and City staff will be placing that item on the May 21, 2007 City Council agenda. VI. Update on Oak Shore Park Bid Results/Timeline: Public Works Director Chris Petree informed the Parks Commission that 8 bids were received for the Oakshore Park street & utility project. Contained in the bids was the grading, utility work and parking lot construction for the Oak Shore Park property. The low bidder was Arcon Construction Company, Inc. and the bid for the improvements on the park site was $62,508.42. The City Council will consider approving this project in June 2007. Following City council approval, City staff would then commence demolition of the existing buildings/fences on the site in July 2007. Arcon Construction Company, Inc. would then mobilize and perform the grading, utility work and parking lot construction in late summer/early fall. City staff would expect that the remaining park improvements would then be completed by early summer 2008. Resident Comments: Woods of Bald Eagle property owners Ed & Teddy Krueger, Mike Berglund and Glen Flynn were in attendance and voiced concerns over the location of the parking lots on the property and that the parking lots should be similar size on the North and South entrances of the park. Also, concerns about the noise of activities on the site were raised. In response to these concerns the Parks Commission passed the following motion. Clarke made a motion, Pedersen seconded, to direct City staff balance the size of the parking lots on the north and south sides of the park property if feasible. All Aye. Motion Carried. Adjournment: Berger made a motion, Parker seconded, to adjourn the meeting at 9:00 p.m. All Aye. Motion Carried.
