III. Update on Hanifl Foundation <br />Scott Anderson, Public Works Director, provided a draft of the proposed change for the <br />park naming policy. <br />Policy is to include: Parks or facilities may be named in recognition of a grant of funds <br />which significantly improves a park by a non-profit, as determined by the Parks, <br />Recreation and Open Space Commission. <br />Berger made a motion, Roger Clark seconded to approve the changes on the name <br />policy as drafted, <br />Aye. Roger Clarke, Rachel Berger, Melissa Parker, Jim Taylor. <br />Nay. Derek Larsen, Noel Schmidt, Russell Schmidt. <br />Motion Carried <br />Copies of the signed Memorandum of understanding on the City of Hugo and The Hanifl <br />Foundation were provided to all commission members to review. <br />Berger made a motion, Roger Clark seconded to approve the Memorandum of <br />Understanding. <br />Aye. Derek Larsen, Russell Schmidt. <br />Motion Carried <br />Roger Clark directed staff to check with legal on Active versus inactive definition and to <br />provide a map with options of separation showing the Rice Lake Park Center, Park, <br />Fields and the Athletic Complex. <br />IV. Update on Parks and Recreation Sub -Committee <br />Commissioner Taylor gave an update on Erik Cedarleaf-Dahl, a student from the <br />University of Minnesota, who has been selected by the City to assist the Parks and <br />Recreation Programming sub -committee in determining how best to educate the Hugo <br />
