White Bear Lake Settlement Agreement. The agreement impacts Hugo, and the <br />council has taken a position on it. The implementation of the agreement is a continuing focus <br />this year, as we work with the DNR to create a proper tracking system to show how we will <br />conserve 17% of our water usage. <br />Regional water studies are being finalized that include the City of Hugo. Staff is <br />participating on the DNR's advisory team for the new Groundwater Management Area. Staff is <br />also collaborating with Met Council staff on their feasibility study for surface water alternatives <br />in the NE Metro. In addition, staff is working with 5 other cities on a study to combine <br />municipal water systems together. We are discussing alternative ideas for using surface water, <br />and encouraging additional studies be conducted. We are also monitoring progress on the USGS <br />study which will be released in September. The Met Council is also studying aquifer <br />sustainability and stormwater re -use. Hugo's water supply plan must be updated and submitted <br />to DNR and Met Council this year. <br />Presentations. Staff is routinely asked to give presentations on water related topics to all <br />sorts of organizations and agencies all around the state. While this is an effective method of <br />delivering our message and influencing the discussion, it is extremely time consuming. <br />Fire Department: <br />Ambulance Service. This change has been implemented to North Memorial. Staff will <br />provide a report to the Council that evaluates the performance of this new service. We will have <br />regular meetings with the ambulance manger to improve service delivery and adjust our response <br />with the Fire Department accordingly. <br />Leadership Development Program. The Fire Chief would like to continue to provide <br />leadership training for individuals who are advancing within the Fire Department. Staff will also <br />continue implementation of a performance review system. <br />Staffing. Fire Department leadership will continue expansion of recruitment and <br />retention efforts with the goal of increasing staffing levels. <br />CIP. The Fire Chief will review the Capital Improvement Program for changes and <br />additions. In particular, the Chief and Finance Director have developed a long term strategy that <br />would allow for a 1991 pumper/tanker truck to be replaced with a ladder truck when it reaches <br />the end of its 30 -year life cycle. <br />Automated External Defibrillators. The Fire Department is working on a strategy to <br />position AED's throughout the city, and also to create a fast -response program for cardiac arrest <br />victims. <br />Police: <br />Staffing. A new deputy has been added into the scheduling rotation beginning in <br />January. Discussion will continue with the Sheriff's Office on provisions for future needs, such <br />as an investigator position. <br />
