RESOLUTION 2003-2 <br />A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF HUGO, WASHINGTON <br />COUNTY, MINNESOTA, AUTHORIZING CREATING COMMUNITY REPRESENTATIVE <br />OFFICES AND ESTABLISHING POLICIES AND RESTRICTING GOVERNING THE USE <br />THEREOF <br />Whereas, The City of Hugo has constructed a new City Hall which has been designed to <br />accommodate the demands for space required by the Citizens of Hugo, City Council and City <br />Staff in future years; and <br />Whereas, at this time, the City Hall has two offices, which are not presently in use but <br />which. will be used by City Staff in the future. The City Council is desirous of making interim <br />use of the offices in a way which will provide a direct and material public service to the Citizens <br />of Hugo; and <br />Whereas, it is the intention of the City Council to permit these offices be designated <br />"Community Representative Offices", the use of which shall be limited to the persons or firms <br />enumerated below and which use shall be directed at providing a direct and material benefit to <br />the Citizens of the City of Hugo; and <br />Whereas, the City Council is desirous of establishing guidelines and restricting the use of <br />these offices. <br />NOW THEREFORE, the City Council of the City of Hugo establishes the following <br />regulations for the use of Community Representative Offices: <br />1. Persons or organizations using the Community Representative Offices shall execute a <br />written lease for same, to be approved by the City Council, which lease shall be short <br />term and shall require payment of rent to the City in an amount equivalent to the then <br />current market rates for the Hugo area as determined by the Hugo City Assessor. In <br />addition, said rental shall be sufficient to defray any utility expense which is expected to <br />be allocable to the Community Representative Office. The Offices shall be made <br />available on a "first come first served basis" subject, always, to the restrictions set forth <br />herein. City Staff shall maintain a list of persons or organizations that desire to lease a <br />Community Representative Office and shall notify them as availability occurs. <br />2.* Use of the Offices shall be approved by the City Council and limited to persons or <br />organizations which provide a significant representative service to, or which conduct <br />regulatory activities within, the City of Hugo and which are non-profit (hereinafter: <br />"Community Representative Lessees" or "Lessees"). Examples of such organizations <br />include, but may not be limited to, watershed or soil conservation agencies, farm bureau <br />or agricultural service agencies, law enforcement agency, state construction or <br />environmental, regulatory or enforcement office, branch offices of any state, county or <br />federal representative, office or agency, license bureau, emergency response or <br />preparedness office, armed forces or veteran's service office. <br />
