MINUTES FOR THE HUGO CITY COUNCIL MEETING OF NOVEMBER 30,1998 <br />The special meeting was called to order by Mayor Fran Miron at 7:30 p.m. <br />PRESENT: Arcand, Barnes, Goiffon, Leroux, Miron <br />City Administrator, Robert Museus <br />Finance Director, Ron Otkin <br />City Engineer, Tom Angus <br />Mayor -elect, Walter Stoltzman <br />Council -elect, Chuck Haas <br />Council -elect, Becky Petryk <br />The first item of business was to consider a request by Paul Keleher, Lake Area Consulting, <br />Inc., and Bruce and Jeanette Charpentier, to stockpile 2,400 to 3,500 cubic yards of spoil <br />from the Pineview Meadows development on the Charpentier's property, 13825 Forest <br />Blvd., located at the west end of Foxhill Avenue. <br />Miron made motion, Leroux seconded, that the City had no objection to the stockpiling of <br />material on the site, as along as the developer obtains necessary permits from the RCWD. <br />Voting AYE: Arcand, Goiffon, Leroux, Miron <br />Voting NAY: Barnes <br />Motion Carried. <br />The City Administrator provided the Council the results of the survey taken among Council <br />members regarding capital expenditure priorities for the next five years. For the benefit of <br />the Council members -elect, the City Administrator briefly explained each of the 30 projects <br />on the priorities list. <br />The City Engineer provided the Council with a cost estimate for lowering the railroad grade <br />at 140th Street, and improving 140th Street, between Finale Avenue and Forest Blvd. He <br />also stated that it would be somewhat less expensive to improve the grade at 130th Street. <br />After some discussion, the Council considered these items to be a priority to the City, and <br />directed that they be placed on the "A" priority list of future capital expenditures. <br />The Mayor recommended that the City purchase the Oakshore Park Homeowners' <br />Association park, and be added to the `B" priorities list, which was agreed to by other <br />Council members. <br />The Mayor also requested that staff contact Washington County Public Works to determine <br />the feasibility of installing a culvert under the old railroad bed along Forest Boulevard to <br />drain the intersection of 165th Street and TH61. <br />The Mayor then presented the Council a letter he had received from Martha Peltier <br />requesting that the City appoint a fence viewer to assist in resolving the dispute between Al <br />and Linda Marcu and Mrs. Peltier. <br />
