MINUTES FOR THE HUGO CITY COUNCIL MEETING OF DECEMBER 4, 1995 <br />The meeting was called to order by Mayor Fran Miron at 7:00 PM. <br />PRESENT: Barnes, Goiffon, LaValle, Leroux, Miron <br />City Administrator, Robert Museus <br />City Attorney, Greg Galler <br />City Engineer, Tom Angus <br />City Clerk, Mary Ann Creager <br />ADDITIONS TO AGENDA <br />Public Hearing for Off Sale Liquor License (Oneka Ridge) <br />Update on Meeting with May Township <br />Meeting with Representative from Wilson Tool <br />Animal Control Contract <br />Discussion on Modern Recycling <br />General Correspondence <br />Miron made motion, Leroux seconded, to adopt the following <br />Consent Agenda: <br />City Council Minutes for November 8, 1995 <br />City Council Minutes for November 20.. 1995 <br />City Council Minutes for November 28, 1995 <br />Letter - Brown's Creek Joint Powers Agreement <br />Vehicle Purchase <br />Letter requesting Joint Meeting with Rice Creek Watershed <br />District <br />All aye. Motion Carried. <br />Councilman Leroux questioned certain claims for repairs to <br />fire trucks. <br />The Council requested an itemization of recent repairs to <br />the City's fire <br />trucks. <br />Leroux made motion, Goiffon seconded, to approve the claims for December <br />4, 1995, in the amount of $53,977.69. <br />All aye. Motion Carried. <br />SPECIAL USE PERMIT (MCELMURY). <br />Mr. Robert McElmury, 1923 Stillwater St., White Bear Lake, requested <br />amendment of the special use permit for Bobber's Boat and Bait, 4444 1.29th <br />Street North, to allow the business to operate during the winter months. <br />This would include the rental of portable and permanent fish houses, and <br />to provide lake access from 129th Street, and to sell bait, snacks, and <br />=.2 beer. The Planning Commission conducted a public hearing on the <br />proposed SUP amendment on October 25, 1995, and, again, considered the <br />request on November 15, 1995. The Planning Commission recommended denial <br />of the ASUP due to Bobber's Boat and Bait not beinq in compliance with the <br />SUP, and concerns that additional traffic entering the lake at this point <br />would pose a safety hazard. Attorney Greg Galler concluded that the City <br />could not legally approve an ASUP because the proposed use is not allowed <br />in the conservancy zoning district. Council member Debra Barnes stated <br />that the report of the City Engineer indicated that access to Bald Eagle <br />Lake during the winter months would not be a safety problem at this <br />location, which is not in conformance with the recommendation received <br />from the Planning Commission. <br />
