MINUTES <br />HUGO PLANNING COMMISSION <br />June 26, 2014 <br />Call to Order <br />Chairman Gwynn called the meeting to order at 7:00 pm. <br />PRESENT: Arcand, Gwynn, Kleissler, McRoberts, Lessard, & Rosenquist <br />ABSENT: Kleisser <br />ALSO PRESENT: Rachel Juba, Planner <br />Connor Schaefer, Community Development Intern <br />Approval of Minutes <br />Arcand proposed a correction that changed "Chairman Arcand" to "Comissioner Arcand" in the <br />April 24, 2014 Minutes. <br />Arcand made motion, McRoberts seconded, to approve the Planning Commission minutes of <br />April 24, 2014, with correction. <br />All Ayes, motion carried. <br />New Life Church — Site Plan and CUP Amendment <br />Planner Rachel Juba, presented on the site plan and the conditional use permit amendment for a <br />New Life Church building addition. The applicant is requesting approval of a site plan for a <br />4,560 square foot building addition to the north side of the 5,965 square foot church on the 6.36 <br />acre parcel. The conditional use permit is required for a place of worship in the Central <br />Residential (CR -3) zoning district. This site is located at 6000 1481h Street North. <br />Juba first presented on the applicant's conditional use amendment proposal. The property <br />currently has a conditional use for the church use, plus three additional conditional use permits. <br />The applicant's desire is to remove these uses and have the proposed conditional use amendment <br />supersede them. Juba presented on the criteria the City uses to review conditional use permit <br />amendments. Juba stated that staff believes the applicant meets this criteria for the City to <br />approve the conditional use permit amendment. <br />Juba then presented on the applicant's site plan proposal for a 4,560 square foot addition. Juba <br />presented on topics regarding building setback, building and impervious surface ratio, building <br />height, parking, access and screening and fencing. The proposed site plan meets these <br />requirements. The applicant has not submitted a formal landscape plan. Staff will continue to <br />work with the applicant on the plan prior to the issuance of a building permit. Staff will also <br />continue to work with the applicant on a few minor revisions to the utilities and stormwater <br />
