Call to Order
Chairperson Schumann called the meeting of the Hugo Planning Commission of April 25, to order at 7:05 p.m.
PRESENT: Kleissler, Malaski, McRoberts, Peltier, Rooney, Rosenquist, Schumann
ALSO PRESENT: Community Development Director, John Rask
Community Development Assistant, Michele Lindau
Minutes for March 28, 2001
Peltier made motion, Kleissler seconded, to approve the minutes for March 28, 2001 as submitted.
All Ayes. Motion carried.
Site Plan (Woody's Bar)
The Planning Commission continued discussion on the request of Brad Smith, Owner of Woody's Bar, 1201.0
Keystone Avenue North, for site plan approval for a 1,920 square foot building addition to west side of the
existing Woody's Bar. At the Planning Commission meeting on February 28, 2001 the Planning Commission
considered the site plan application and tabled action to provide the applicant with an opportunity to revise the
plan to eliminate the requested variances, which included a setback variance and a variance to reduce the
number of required parking stalls.
Smith revised the site plan to show a reduction in the building size and an increase in parking stalls, which he
was able to obtain by relocating the septic system. Staff had noted the revised parking plan still did not conform
to the City's parking standards because the west side did not have the required five-foot setback. The plan also
did not show details on parking lot construction, drainage improvements, or landscaping plans.
Members of the commission were concerned about the removal of mature trees and the parking of bikes,
snowmobiles, and horses. They also said they did not want to approve a parking plan that was partially located
in the City of Grant. Also of concern was the creation of landlocked parcels.
Malaski said she was uncomfortable with approving the site plan when revisions needed to be made to it. She
also wanted to see the landscaping plan and a more defined parking plan.
Rosenquist said he wanted to see a revised site plan and approval of the City of Grant.
Peltier said she was O.K. with the site plan with the conditions stated in the draft resolutions.
