Planning Commission Meeting April 25, 2001- page 2 <br />Kleissler said she felt Grant should be approached about the parking. <br />McRoberts requested another condition be put in the resolution regarding parking approval from Grant. <br />Rooney made motion, Rosenquist seconded, to recommend denial of the site plan for Woody's Bar because there <br />were too many unresolved issues. <br />AYE: Malaski, Rooney, Rosenquist <br />NAY: Kleissler, McRoberts, Peltier, Schumann <br />Motion failed. <br />McRoberts made motion, Peltier seconded, to recommend approval of the site plan with the conditions as stated in <br />the proposed resolution, adding a condition to provide a landscape plan that meets staff's approval, and in the event <br />the City of Grant should deny the request for parking in the portion of the lot located in the City of Grant, the <br />applicant must submit another parking plant to staff for approval. <br />AYE: Kleissler, McRoberts, Peltier, Schumann <br />NAY: Malaski, Rooney, Rosenquist <br />Motion passed. <br />Conditional Use Permit, Variance, Site Plan (Sixty -One Stop)] <br />The Planning Commission held a public hearing to consider the application of Mark Granger, owner and <br />operator of Sixty -One Stop, 14815 Forest Boulevard North, to construct a 1,120 square foot bank building that <br />would be attached to the current gas/convenience building to be operated by Lake Area Bank. Also requested is <br />a 600 square foot addition to the convenience store to be located on the east side of the existing building. <br />On March 28, 2001, the Planning Commission reviewed a site plan for the proposed improvements and tabled <br />action on the request to allow the applicant time to submit the necessary applications for a conditional use <br />permit for a drive -up window and a variance to reduce the amount of required stacking for the drive -up window. <br />The gas/convenience store is under common ownership with the auto body shop, auto service center, and automobile <br />parts and supply store. The applicant had agreed to relocate the property line to provide the correct setbacks. <br />The three buildings, which are on separate parcels, have shared access, drive aisles, and parking. Staff reviewed <br />the application considering the entire site. <br />The three properties combined contain a total of 106 parking stalls. Based on the use and size of the existing <br />buildings and proposed additions, the zoning ordinance requires a total of 96 parking stalls. While overall the site <br />contains an adequate number of parking stalls, the Commission was concerned about the safety of pedestrians <br />because of the location of the stalls to the convenience store and bank. <br />Another concern of the Commission was the parking on the north side of the building because the cars would have <br />to back out onto 148`h Street North. It was noted that these parking stalls would be eliminated if, and when, 148`h <br />Street was improved, and this would reduce the parking adjacent to the store. <br />Mark Granger, owner of Sixty -One Stop, agreed with staff that the traffic through the parcels was very haphazard <br />
